Full job description

A construction health and safety (HSE) officer manages on-site risks, ensures structural safety, and enforces strict compliance with national labor laws and local municipality frameworks.

Key Responsibilities

  • Local Regulatory Compliance: Enforce site practices according to the UAE Ministry of Human Resources and Emiratisation (MOHRE), Dubai Municipality Code of Construction Safety,
  • RAMS & Permit-to-Work (PTW): Review and sign off on Risk Assessments and Method Statements (RAMS). Govern daily high-risk work permits including working at heights, tower cranes, deep excavations, and heavy lifting.
  • Daily Site Audits: Conduct meticulous walk-throughs to spot structural hazards, faulty equipment, or unsafe worker habits.
  • Incident Investigation: Halt dangerous operations immediately. Lead root-cause analyses for near-misses and injuries, and implement corrective actions.
  • Training & Induction: Deliver mandatory site safety orientations and organize targeted daily toolbox talks

Professional Requirements

  • Education: Bachelor's Degree in Civil Engineering, Mechanical Engineering, or Occupational Health & Safety.
  • Mandatory Certifications: NEBOSH International General Certificate (IGC) is the standard minimum requirement across the emirates. Valid IOSH or OSHA 30-Hour Construction certifications are heavily preferred.
  • Authority Registrations: Possession of an OSHAD Practitioner Certificate (mandatory for Abu Dhabi) or approved Dubai Municipality/Trakhees safety card.
  • Experience: 3 to 5+ years of verified construction safety experience specifically within the UAE market
