The Project: Mace is working as part of a Joint Venture (MCS) to provide expertise in managing and delivering key infrastructure projects by bringing specialist skills to support our client Metrolinx’s program of infrastructure improvements. These improvements consist of a complex program of works, which includes new stations, electrification of existing lines, installing new rail lines, upgrading existing stations, signalling, and more. Gather conversational outputs, using content to shape improvements. Use viz to capture key information. Life Saving Rules: Link planned campaigns and HSW milestones to each of the 12 LSRs throughout 2025. CPG northern corridors/extension safety assurance, to focus on each of the 12 LSRs in 2025. Develop a safety onboarding pack for those working across CPG northern corridors/extensions., highlighting critical nature of LSRs. CRORs: Collaborate with MX central functions, to roll out CROR snap briefings sessions, allowing all staff to better understand the CRORs and GEIs Collaborate with RCAC colleagues, to roll out network access planning tool (NAPT) snap briefings. Risk Based Approach: Adopt horizon scanning techniques against the CPG northern corridors/extensions program of works, focussing efforts on safety assurance, 5 steps to safety roll out and the application of additional risk assessments. Create a CPG northern corridors/extensions safety and environmental hazard log. Capture key mitigations at program level, using the log to plug in learning to future program activities. Safe Procurement: Engage procurement as a key stakeholder, to set safe principles through project agreements (respecting existing arrangements) and working with procurement colleagues in qualifying suitability of tenderers bidding work across CPG northern corridors/extensions. Transparent Reporting: Embed a first alert process on CPG northern corridors/extensions, enabling transparent and timely reporting of SIF events and incidents. Work with MX Program teams and incumbent GCs, to drive improvements around quality reporting of SORs, Near Misses and Incidents. Safe By Design: Work with CPG northern corridors/extensions vice presidents and design director, to incorporate safe by design principles to the interdisciplinary design process. Set up safe by design leading indicators, reflecting key wins in monthly reporting structure and logging situations on CPG northern corridors/extensions safety and environmental hazard log. Get Tactical: Coach and mentor MX program colleagues, in better understanding the risks associated with the works they oversee. Schedule site visits, to look at high risk works, using 5 steps to safety to capture discussions. SIF: As part of Viz, capture SIF score for CPG northern corridors/extensions program monthly basis. Categorise SIF reports, to input to CPG northern corridors/extensions health and safety hazard log. You’ll Be Responsible For: In collaboration with the Metrolinx capital program group (CPG) EVPs and VPs and operations, be responsible for devising, monitoring, and adjusting the CPG northern corridors/extensions safety strategy. Be a key contributor to the cultural change programme and supporting activities, which aims to significantly uplift the accountability and proactive intervention of line management in safety leadership. Actively support Metrolinx working groups, such as ‘work planning standards’, ‘red zone green zone’ and the roll out of ‘5 steps to safety’, in driving safety improvements though planning standards. Providing advice to program delivery teams with respect to legal responsibilities and legislation, in line with Canadian and Ontario state safety legislation. Participating and/or lead on internal compliance, assurance audits, inspections, undertake onsite technical inspections and provide feedback. Supporting Metrolinx and general contractor investigations/enquiries and undertake/support incident investigations. Driving continual improvement in the support and service provided to program delivery teams, operations and other departments. Be an ambassador for the life saving rules, ensuring application across the CPG northern corridors/extensions corridors. Be responsible for putting CPG northern corridors/extensions business safety meeting cadence and reporting in place that will support and encourage a culture of continuous improvement. Managing and/or assisting with the development and implementation of safety communications such as bulletins, incident learning information and procedures. You’ll Need To Have: Degree qualified or similar, ideally in health and safety or engineering is mandatory. Further educational qualification or professional membership is desired. Chartership with safety related industry related body such as CSP, CSRP, IOSH or the IIRSM Established track record of driving operational safety improvements in regulated safety-critical and process-led businesses. Managing teams of over 15 people, with a track-record of driving performance and evolving mindset Previous experience of supporting businesses moving from a tactical/procedural safety context to the desired leadership based on modern behavioural-led safety strategy. Acting as a link between health, safety, environment, and performance and using behavioural change to address underlying performance issues. Able to work cross-functionally and act as a focus point of the broader team, responsible for the overall performance, not just safety. Has an established external safety network beyond transport/electrical industries and including HSE. You’ll Also Have: Proven leadership skills - the ability to influence others outside of the team to deliver assurance and improvements. ‘Big picture’ strategic thinker, able to switch between tactical and strategic agendas. Proven stakeholder management skills, with the ability to navigate large organisations with different interests and promote collaborative working. An empathetic candidate with high emotional intelligence, vitality, energy, and ability to create velocity inleading cultural change. Exceptional influencing skills and ability to act as a role model and play a wider role in the context of CPG’s executive forum.
