What You’ll Do: Location - TBD • Works under direction and requires thorough knowledge of human resources functions and civil service laws, rules, policies & procedures in order to serve as the Regional Personnel Coordinator. • Coordinates advanced sub-programs (e.g., Position Specific Minimum Qualification (PSMQ) validation, classification plan proposals, classification plan compliance, human resources policy development) • Completes assignments characterized by analysis of materials & application of professional HR principles in the performance of complex HR assignments, independently makes complex determinations &/or recommendations based on thorough analysis of facts • Provides technical advice & assistance to local personnel staff throughout DRC on Human Resources (HR) related policies, procedures, practices, administrative regulations, federal & state law, bargaining unit agreements, & directives • Manages and verifies compliance on tasks by researching Department of Administrative Services (DAS) Directives, DRC policies & procedures, bargaining unit contracts, and civil service laws, and state and federal rules and regulations • Researches & conducts analysis of PSMQ & classification plan proposals and compliance requests • Coordinates Subject Matter Experts and conducts job analysis for development of Position Specific Minimum Qualifications &/or assessments & selection instruments and updates position descriptions accordingly • Manages the review & approval process of ePAR’s following the DAS decentralization policy & guidelines (e.g., ensures all screens are updated appropriately and all materials in compliance with DAS PA Manual & DRC guidelines • Manages the review and approval process position description authorizations and position descriptions (PD) to ensure duties comply with the classification concept and classification specification then approves or disapproves accordingly (e.g., new positions, reclassifications, reports to changes & department id changes) • Manages and verifies changes in OAKS Position Management requests (e.g., reason, effective date, job code changes, changes in supervision, DAS class plan modifications, teacher salary updates, appointment type, FLSA exemption flag) • Ensures Position Management entries push correct information to employees job data record and changes/corrects as appropriate • Updates the agency position roster future action form (FAF) with employee &/or position movements • Develops and updates boilerplate position descriptions • Reviews applications to determine if person meets minimum qualifications (e.g., permanent positions, temporary working level, & interim appointments) • Reviews & corrects wage progression rosters • Updates essential employees in OAKS • Monitors administrative leave for personnel purposes and maintains & updates temporary working level, intermittent & interim reports & spreadsheets • Assists supervisor in managing the selection process in working with institution personnel on filling vacant positions to ensure compliance with policy & procedures/guidelines, OAC/ORC, & bargaining unit contracts • Attends meeting, training sessions and conferences and performs other duties as assigned 3 yrs. exp. in human resources. -Or completion of undergraduate core program in human resources, business or public administration; 12 mos. exp. in human resources. -Or 1 yr. exp. as Human Capital Management Analyst, 64612. -Or equivalent of Minimum Class Qualifications For Employment noted above.
