Job Description Organizational Development Branch – NASA OCHCO Within the NASA Office of the Chief Human Capital Officer, the Organizational Development (OD) / Talent Strategy functions focus on strengthening NASA’s workforce capability, leadership, and organizational effectiveness to support mission execution. OCHCO establishes agency-wide workforce policies, strategies, and programs to ensure NASA has the talent and organizational structure required to achieve its strategic goals. Human Capital Support Specialist in NASA’s OCHCO Organizational Development Branch focuses on workforce strategy, organizational design, leadership development, and change management to ensure NASA maintains a high-performing workforce aligned with mission needs. The role combines HR strategy, analytics, and organizational consulting skills to support agency-wide human capital initiative Key Responsibilities Organizational Development & Effectiveness Support design and implementation of organizational development initiatives that improve workforce effectiveness, organizational structure, and mission alignment. Assist with organizational assessments, workforce diagnostics, and culture or climate evaluations across NASA centers and headquarters offices. Provide analysis supporting organizational design, restructuring, and workforce transformation initiatives. Develop tools and frameworks to improve team performance, leadership alignment, and organizational agility. Workforce Strategy & Planning Support the development of agency-wide workforce planning strategies, ensuring workforce supply meets mission demand. Conduct workforce analytics including skills gap analysis, competency modeling, and workforce demographics analysis. Assist in preparing human capital strategic plans, workforce forecasts, and organizational capability assessments. Coordinate with NASA centers to align workforce plans with agency mission directorates and long-term exploration priorities. Change Management & Transformation Support organizational change management initiatives related to agency transformation, workforce modernization, or policy changes. Develop communication materials, toolkits, and guidance to support organizational change adoption. Facilitate workshops, stakeholder engagements, and leadership strategy sessions to enable organizational alignment. Human Capital Policy & Program Support Assist in development and implementation of agency-wide human capital policies and OD frameworks. Track performance metrics and evaluate effectiveness of OD programs. Prepare briefings, reports, and analytical products for senior leadership within NASA’s Mission Support Directorate. Coordinate cross-agency collaboration with HR offices at NASA Centers and other federal agencies. Qualifications Education Bachelor’s degree required in fields such as: Human Resources Management Industrial/Organizational Psychology Organizational Development Business Administration Public Administration Human Capital Management Master’s degree preferred (MBA, MPA, MS in I/O Psychology, HR, or Organizational Development). Professional Experience 5–10 years of experience in areas such as: Organizational development or organizational design Human capital strategy or workforce planning Federal human resources policy and programs Change management and organizational transformation Leadership development and training program management Workforce analytics and HR data analysis Experience supporting large federal organizations or mission-driven agencies is highly desirable.
