ITP operates an onsite workforce, and this role is unsuitable as a hybrid or remote work arrangement. At ITP, our leadership team stays close to the front lines. As HR Manager, you are a "team of two," supported by one HR Administrator. You will balance high-level strategic influence with the day-to-day transactional excellence required to run a multi-site California operation. We are looking for a seasoned HR pro who can move seamlessly from advising the CEO on succession planning to auditing a weekly payroll run. As the authoritative voice of HR at ITP, you will serve as both a strategic partner and a hands-on operator. You are responsible for leading the entire HR lifecycle from complex risk management and California compliance to direct employee support. You will act as a pivotal advisor and coach to our management team, ensuring that all HR operations are not only executed with precision but are also documented and audited to the highest professional standards. As a central pillar of the organization, you will navigate a wide range of interactions, from providing strategic counsel to the C-Suite and attorneys to acting as a trusted resource for our on-site workforce. You will serve as primary liaison for government agencies, auditors, and Insurance Brokers, ensuring ITP remains compliant and well-represented. Given our diverse team, Bilingual (English/Spanish) proficiency is highly preferred to effectively engage with and support our large Spanish-speaking employee base. To succeed in this critical role, the HR Manager must be a multi-skilled expert capable of bridging the gap between high-level strategy and daily execution. You will be the face of HR, requiring a deep, working knowledge of: Strategic Governance: Leading policy formation and conducting rigorous internal/external HR audits. Risk & Safety: Expertly managing workers' comp claims, accident investigations, and industrial safety protocols. Employee Relations: Serving as a confident leader in investigations and coaching managers through standard and complex situations. Essential Functions of the Role: Strategic Leadership & Compliance (California Focus) Serve as the primary architect for company policies, ensuring strict adherence to Federal and California Labor Code. Be a seasoned coach to managers, providing expert guidance on complex employee relations and performance situations. Maintain a "continuous audit" mindset for the employee handbook, benefits, and safety protocols to ensure 100% compliance in a shifting legal landscape. Full-Cycle Payroll & Total Rewards Payroll Authority: Oversee full-cycle weekly payroll processing. While the HR Admin prepares timecards, you will perform the final audits, taxation calculations, and ensure commission/bonus accuracy. Benefits Strategy: Partner with brokers to design and evaluate competitive renewals (Health, 401k, HSA/HRA). Lead the charge on all annual filings (Form 5500/5558, ACA/1095-C, W-2). Talent Lifecycle & Workforce Planning Recruitment Management: Act as a trusted advisor on headcount planning and retention. You will oversee the entire funnel, from fine-tuning job descriptions and screening candidates to optimizing the "Day 1" orientation experience. Onboarding/Offboarding: Continuously evolve the hiring and exit processes to meet changing employee expectations and protect the employer brand. Systems, Data & Records HRIS Ownership: Act as the "Power User" for BambooHR and other benefit portals. You will leverage these tools to generate actionable HR metrics for the senior leadership team. Data Integrity: Ensure impeccable record-keeping for protected information, evaluations, and incidents, maintaining 100% confidentiality and ADA/privacy compliance. Employee Relations & Field Engagement Multi-Site Presence: Drive culture across all locations. This role requires periodic site visits to El Cajon, Rancho Cucamonga, Ontario, and Fresno, including occasional evening shifts to engage with night crews. Conflict Resolution: Lead workplace investigations and serve as the direct point of contact for employee inquiries regarding policies, benefits, and workplace concerns. Safety, Risk & Special Projects Manage safety and risk compliance programs to minimize workplace incidents. Lead "as-needed" strategic initiatives, which may include M&A integration, facility relocations, wellness programs, and employee engagement surveys. Support Structure The HR Administrator reports directly to you and will assist with high-volume administrative tasks, timecard prep, and documentation, allowing you to focus on high-impact oversight and strategy. This role has a moderate financial stewardship, responsible for the integrity of a $12m payroll and the strategic negotiation of all HR-related expenses, including multi-site benefit renewals, WC/EPLI premiums, and temporary labor contracts and also acts as a key decision-maker in vendor selection and contract signatures. Financial Integrity responsibility of complex w/c coding, taxation, and comprehensive benefits administration. Personal Requirements REQUIRED: BA in Human Resources or a related degree HR related certification/s 8-10+ years of progressive Human Resources experience with 5 years of HR Management / HROO experience in California Excellent track record of mitigation of risk Experience and working knowledge of Federal and CA State Laws and processes (including Title vii / Labor codes / ADA and Accommodations / Interactive Process/FMLA/CFRA/FEHA, i9 and Immigration, W/C and experience managing in-house LOA Management) Experience advising HR to a senior team / c suite Strong verbal, written and listening skills Highly detail oriented and high level of accuracy DESIRABLE SHRM SCP SPHR Experience of BambooHR Bi-lingual is a plus (English/Spanish) HOW WE SUPPPORT YOU Expectation is that the HR Manager has comprehensive HR knowledge and is a seasoned HR professional. Training will be given on unknown company systems (eg P21 / BambooHR) 1-2 weeks fully supported orientation plan with a 30, 60 and 90-day roadmap with regular check ins, support and manager contact.
