Germanna Community College is in search of a Human Resource Operations Manager.
The Human Resource Operations Manager is responsible for leading and managing the operational functions of the Office of Human Resources at Germanna Community College. This role ensures the efficient execution of HR services and deliverables in the functional areas of compensation, classification (& management), payroll, benefits administration, performance management, compliance, and policy. The incumbent will serve as a strategic partner in driving continuous process improvement, leveraging technology, and ensuring compliance with VCCS and DHRM policies and federal and state regulations.

Minimum Qualifications:

  • Comprehensive knowledge of HR operations, principles and practices, and best practices Experience performing HR generalist duties and responsibilities
  • Strong leadership skills required to manage the daily work of others and ensure operational excellence
  • Ability to interpret and apply policies, procedures, and employment regulations
  • Proficiency in HRIS platforms and data management tools
  • Excellent organizational, analytical and problem-solving skills
  • Demonstrated experience in process improvement and change management
  • Excellent communication and interpersonal skills, with the ability to collaborate across departments
  • Commitment to continuous improvement and customer service excellence
  • Experience with or willingness to learn AI tool
Responsibilities
  • Provide leadership of professional staff responsible for areas of responsibility, setting expectations for staff performance, accountability, and (excellent) service delivery.
  • Oversee the administration of HR programs managed by direct reports, ensuring effective and compliant delivery of compensation, payroll, and benefits programs and services, and effective performance management processes and counsel.
  • Oversee position classification and position management processes and ensure accurate recordkeeping.
  • Provide oversight of position reviews and recommendations on reclassifications and salary adjustments.
  • Provide strategic direction on opportunities to streamline and/or automate processes, procedures, organizational systems, HR services, customer experience, and data management.
  • Mange and optimize HR systems and tools (e.g. PeopleAdmin, Cardinal HCM, Avature, SharePoint).
  • Collaborate with VCCS Shared Services Center to ensure seamless service delivery and issue resolution.
  • Serve as a trusted advisor to employees, supervisors, and leadership, fostering positive working relationships across the college community.
  • Oversee required HR reporting, audits, and recordkeeping to ensure accuracy and readiness for internal or external review.
  • Coordinate and lead training and development for HR systems, processes and operational updates.
  • Ensure compliance with all applicable federal, state, VCCS, and DHRM regulations, policies, and procedures.
  • Perform other duties as assigned.
