Under general supervision of the Human Resources Manager, assists in generating, compiling, analyzing, reconciling, and auditing various departmental data. Also assists in areas of recruitment and selection, classification and compensation, benefits, employee relations, and related programs. May also be called on to provide professional advice to the Authority managers and supervisors on complex human resource and employee relations policy and procedural issues.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Assists in the administration of benefit programs including healthcare, Flex Spending Accounts, life and disability insurance, pension plan, 457, and Roth IRA; assists in coordination and implementation of the annual benefits Open Enrollment.
- Develops and maintains carrier connections in the Human Resources Information System (HRIS) system, including monitoring error reports and communicating manual updates with carriers as needed.
- Analyzes monthly benefits premium billing statements; identifies and resolves billing discrepancies; reconciles Authority premium contributions against payroll deductions; creates P.O. for payment of billing statements; makes payment arrangements and tracks premium payments for employees in without-pay status; creates invoices for premium payments and other re-payments to the Authority by employees.
- Recommends salary structure or benefit program changes based on research and analyses; provides classification, compensation, and benefits information to other organizations as requested.
- Compiles audit data for other departments as requested, which may include combining multiple standard or ad hoc reports, utilizing complex formulas and other tools in Excel, and double-checking data for accuracy.
- Responsible for tracking the full life cycle of an employee leave of absence, including verifying eligibility; updating employee leave files and ensuring all necessary documentation is provided or received; tracking FMLA or IFMLA hours against available balance; transitioning employees from one leave type to another as applicable, including changes in benefits eligibility.
- Drafts job announcements, advertisements, and other recruitment materials; screens applications for qualifications; participates in job-related selection procedures, including but not limited to application reviews, interviews, and assessment techniques; schedules and sits in on interviews; requests background and reference checks; ensures that all phases of recruitment and selection comply with applicable federal, state, and local laws, regulations, and guidelines; makes job offers to successful candidates; conducts onboarding process and participates in New Employee Orientation.
- Guides and advises employees regarding the retirement process by requesting a benefit estimate, assisting the employee with the application process, and submitting documents to the Defined Benefit (DB) plan administrator; submits salary statements of vested former employees to the Defined Benefit (DB) plan administrator.
- Assists with employee separations and terminations including resignations and dismissals; prepares all documents for a separated or terminated employee including separation notice, benefits information, and defined benefit contribution return forms. Ensures COBRA administrator and other insurance carriers are appropriately notified to cancel coverages.
- Partners with management to address employee relations issues; assists in conducting internal investigations as appropriate; makes recommendations in line with Authority policies and procedures as well as state and federal regulations; assists in drafting and delivering disciplinary actions and performance improvement plans.
- Maintains and updates employee personnel files in the Authority’s HRIS and other related internal systems.
- Ensures transactions impacting payroll are documented and processed in accordance with policy and payroll cycle deadlines.
- Assists with maintenance and organization of all HR files and records, including conducting periodic audits to ensure accuracy, completeness, and general compliance.
- Participates in Authority and HR-sponsored events as needed, including assisting with planning, coordination, set-up, and clean-up.
Education and/or Experience: Associate’s degree with coursework in Human Resources or similar field; at least three years of Human Resources experience; or equivalent combination of education and experience.
Computer Skills: To perform this job successfully, an individual should have knowledge of Microsoft Office (Outlook, Word, Excel, and PowerPoint), to specifically include intermediate to advanced working knowledge of Microsoft Excel.
Certificates, Licenses, Registrations: Valid Georgia Driver’s License. Certifications in applicable areas of Human Resources are preferred but not required.
