SALARY RANGE (ANNUAL): $110,200 - $165,300

Position Summary: The Town of Vail is seeking a high energy leader in Human Resources, to further build and grow our cohesive HR team! In this position, you bring your in depth understanding (practical) of HR standard process, with the focus on creating organizational process, structure and framework. You will be responsible for our HR Team Development and blending the space between daily operations and the vision of our future. Today we are in a space of growth and change, looking for leadership to step in and guide, build and then enhance our current programs. You will have direct impact and accountability for our new HCM, with Workday experience preferred!

We are seeking a versatile management-level HR Generalist endowed with strong organizational acumen, a nuanced understanding of local government HR dynamics, and a readiness to actively contribute to the creation of an outstanding environment for both our staff and the public.
The HR Manager is responsible for broad-base human resources oversight in multiple functional areas and projects including leading the full cycle talent management including hiring, retention & employee satisfaction, employee relations, compensation, benefits, learning and development programs. This role contributes to the development of HR department and organizational goals, objectives, and systems to help devise strategies to constantly support the organization’s effectiveness and the engagement of employees. This position provides key recommendations and implementation of decisions on total rewards strategies, benefit planning, budget planning and organizational compliance responsibilities.

The Human Resources Manager duties include, but are not limited to:

  • Supervise administrative and professional staff to ensure effective program management and compliance with legal standards.
  • Serve as a consultant and coach to managers on talent acquisition and employee experiences.
  • Lead organizational development initiatives and training programs to promote cultural and service excellence.
  • Cultivate internal and external relationships for effective service delivery and performance metrics.
  • Ensure organizational compliance with local, state, and federal regulations.
  • Provide guidance to leaders on employment, performance management, and policy adherence.
  • Manage total compensation program and benefits administration.
  • Develop and communicate compensation policies and conduct market analysis.
  • Oversee leave of absence programs and ensure accuracy and positive employee experience.
  • Lead department goal setting and professional development initiatives.
  • Investigate and resolve complaints, or work with legal counsel on complex issues.
  • Drive organizational and HR initiatives to meet evolving needs.
  • Innovate department processes and policies to enhance employee engagement and value.
  • Manage recruitment processes to attract diverse talent and enhance employer brand.
  • Engage with local community and HR organizations to stay abreast of industry trends.
  • Develop and implement communication programs to align organizational goals and enhance employee engagement.
  • Analyze internal HR metrics to inform departmental strategies and goals.
  • Maintain job requirements and descriptions in collaboration with department leaders.

SKILLS / REQUIREMENTS

Their strong communication skills facilitate group facilitation and training, alongside the ability to maintain confidentiality and exercise sound judgment. In addition they must meet the following requirements:

  • BS/BA in Human Resources or closely related field. Master’s degree preferred.
  • Minimum of seven (7) years of exempt level progressively responsible Human Resources experience in multiple disciplines. At least two (2) years of HR Supervisory experience or experience in a leadership role is essential.
  • PHR or SHRM-CP certification or equivalent expected. SPHR or SHRM-CSP recommended.
  • An equivalent combination of education and/or experience may be considered.
