Job Description: Human Resources Business Partner (HRBP) Location: Hybrid, Chelsea, MA (with regular travel to MA, CT, and MD sites)  FLSA Classification: Exempt About Roca Roca is an internationally recognized violence intervention and behavioral health program that works with the young people most likely to shoot or be shot. Founded in 1988 in Chelsea, Massachusetts, Roca now serves nearly 2,000 of the highest-risk young people each year across seven sites in Massachusetts, Baltimore (MD), and Hartford (CT).  Roca’s work is grounded in Rewire CBT, a breakthrough adaptation of cognitive behavioral therapy designed for young people living with trauma, disconnected from traditional services, and involved in/impacted by violence. Through relentless outreach, long-term relationships, and skill-building, Roca helps youth move from reacting to choosing, from surviving to living.  Meanwhile, the Roca Impact Institute extends this reach nationally. Launched in 2020, the Institute trains community violence intervention staff, criminal justice agencies, and police officers in Rewire CBT, building trauma-informed practices and systems change across the country. To date, the Institute has trained more than 10,000 staff across 100+ organizations  Position Overview This position reports to the Director of Human Resources and Talent Management. The Human Resources Business Partner (HRBP) is a trusted partner to leadership and staff, responsible for supporting the full employee lifecycle across assigned programs and sites. This role blends hands-on HR operations, employee relations, and talent support with a deep commitment to Roca’s mission and model. The HRBP works closely with Executive Vice Presidents, Directors, and Managers to ensure that staff are supported, held accountable, and developed to deliver high-quality, transformative work with young people. This role requires a strong presence in the field, a willingness to engage directly with staff, and the ability to navigate complex situations with curiosity, humility, and sound judgment. The HRBP plays a key role in reinforcing Roca’s culture of performance-based management, safety, and continuous improvement, ensuring that systems, policies, and practices align with organizational goals and values. Key Responsibilities Strategic Partnership & Staff Support * Serve as a primary HR partner to assigned sites and leadership teams across MA, CT, and/or MD * Build strong, trust-based relationships with managers and staff through consistent, in-person engagement * Coach and support managers in performance management, supervision, and staff development * Provide guidance on complex employee relations issues with a focus on fairness, accountability, and consistency * Support leaders in aligning staffing, structure, and performance with program goals and outcomes Employee Relations & Performance Management * Lead and support employee relations processes including investigations, corrective action, and conflict resolution * Ensure consistent application of policies, practices, and performance standards across sites * Partner with managers to address performance concerns using Roca’s performance-based management tools * Support the development and implementation of performance improvement plans and ongoing staff coaching * Reinforce expectations around attendance, reliability, and accountability as core components of performance Talent & Workforce Management * Partner with hiring managers to support recruitment, selection, and onboarding of staff * Ensure a strong onboarding experience that reinforces Roca’s mission, model, and expectations * Support workforce planning and staffing strategies across sites * Identify trends in retention, turnover, and staff engagement and partner with leadership on solutions HR Operations, Compliance & Systems * Ensure compliance with all federal, state, and local employment laws across MA, CT, and MD * Support administration of HR systems (e.g., ADP), including data integrity, reporting, and staff support * Partner with HR leadership on benefits administration, leave management, and policy implementation * Maintain accurate and timely documentation of HR processes, decisions, and employee records * Support audits, reporting, and internal controls related to HR and personnel practices Culture, Engagement & Staff Wellbeing * Promote a positive, mission-driven culture grounded in respect, accountability, and continuous learning * Support staff engagement, recognition, and retention initiatives * Partner with leadership to address staff burnout and promote sustainable work practices * Reinforce Roca’s commitment to safety for staff, participants, and the community Qualifications * 5–8+ years of progressive HR experience, including employee relations and HR operations * Experience working in complex, multi-site organizations (nonprofit or human services strongly preferred) * Demonstrated ability to manage sensitive and complex employee situations with professionalism and discretion * Strong knowledge of employment laws and HR best practices * Experience with HRIS systems (ADP or similar preferred) * Ability to travel regularly across sites * SHRM or HRCI certification preferred, but not requiredH Physical Requirements:  * Prolonged periods of sitting at a desk and working on a computer * Must be able to lift up to 15 pounds at times
