About Musqueam
We are traditional hən̓q̓əmin̓əm̓ speaking people. Today, we are a strong, growing community of over 1,300 members. We live on a small portion of our traditional territory, known as the Musqueam Indian Reserve, located south of Marine Drive near the mouth of the Fraser River. The name Musqueam relates back to the River Plant, the name of the plant is məθkʷəy̓. There is a story that has been passed on from generation to generation that explains how we became known as the xʷməθkʷəy̓əm (Musqueam) - People of the River Plant. We have always moved throughout our territory using the resources it provides for fishing, hunting, trapping and gathering. We remain distinct and our cultural practices are strong, despite the devastating impacts of residential schools, colonial laws banning our ceremonies, and other attempts to assimilate our people. Our lands and waters continue to support our cultural and economic practices while serving as a source of knowledge and memory, encoded with our teachings and laws. POSITION SUMMARY:

Reporting to the Chief Administrative Officer (CAO), The Director of HR is a senior management role responsible for overseeing the Human Resources (HR), Education, and Employment & Training departments within Musqueam Indian Band Administration. This position plays a critical role in fostering the full cycle of people and career development of community members, both within the Band administration and external career opportunities. The Director of HR ensures that the workforce and community members have the necessary skills and knowledge for professional success, both inside and outside of the organization.
Roles & Responsibilities

Human Resources Leadership

  • Oversee all HR functions, including recruitment, employee relations, compensation and benefits, performance management, and workforce planning.
  • Lead the development and implementation of HR strategies and initiatives aligned with the organization’s goals and culture.
  • Promote a positive, inclusive workplace culture rooted in Musqueam specific cultural values and traditions.
  • Ensure compliance with all relevant employment laws, regulations, and policies.
  • Oversee the HR department in employment related matters, including terminations and legal challenges.

Education Development

  • Provide oversight to the Education department, ensuring that community members are provided resources and access to K-12 education and university opportunities.

Employment and Training/ Economic Development

  • Provide oversight to the Employment and Training department to develop and implement programs that prepare community members for employment both within the Band and in external markets.
  • Drive economic development initiatives that create sustainable job opportunities for community members.
  • Collaborate with external stakeholders, such as government agencies, businesses, and educational institutions, to expand training and employment opportunities.

Knowledge, Skills, and Abilities

  • Bachelor’s degree in Human Resources, Education, Business Administration, Public Administration, or a related field (Master’s degree preferred).
  • CPHR Designation
  • Minimum of 5-10 years of progressive leadership experience in HR, education, or related fields, with at least 5 years in a senior management role.
  • Demonstrated experience working with Indigenous communities or organizations is highly preferred.
  • Commitment to learning and incorporating Musqueam Specific culture and language into employment.
  • Training in computerized accounting setting; or an equivalent combination of skill,
  • Related experience in work planning, budgeting, financial reporting, reconciliation and variance analysis; excel and Word is required.
  • Ability to use tact and good judgment in dealing with sensitive and complex issues.
  • Ability to maintain confidentiality.
  • Must be able to work in a team environment, with the ability to work and engage with other departments and the community;

  • Results Oriented and Service Oriented
  • Demonstrated critical thinking skills;
  • Creative thinking and innovation skills; has demonstrated initiative carrying out roles;
  • Excellent organizational skills;
  • Good understanding of internal Musqueam approval procedures;

  • Keen to learn continuously;
  • Sound organizational and time management skills; punctual;
  • Good at basic measurement, calculations and record keeping;
  • Good communication skills – written and oral;
  • Good people skills; team player and respectful to staff and public clients
  • Successful Criminal Record Check
  • Valid driver’s license access to a vehicle for work purpose
Responsibilities
  • Assist and review in the development and maintenance of long term work plans for each of the departments, review funding opportunities, and ensure these work plans align with the organizational strategic mission, vision, and values
  • Review and assist in the development of each of the assigned departments annual budget
  • Review hiring opportunities for the organization, and identify key hiring opportunities to generate success for the band for all departments within the organization
  • Assist the HR department in high level HR related matters, involving terminations and employment legal related challenges.
  • Regularly communicate with CAO and Council on all matters related to HR, Education, Employment and Training
  • Provide reporting to CAO and Council as requested
  • Engage with Community via community outreach, newsletters, and regular community check in’s
  • Other duties as assigned

Working Conditions

  • Work is performed in an office environment
  • Regular office hours include Monday to Friday 8:30am to 4:30pm, with 1 hr lunch break.
  • Additional hours of work will be required for after hours Council and Committee meetings as assigned.
