Ottawa Shared Services Organization (OSSO) is a unique opportunity for a Human Resource professional to lead a dynamic organization to support the Human Resource services needs of the non-profit sector. OSSO currently has five human resource customers with combined budgets of $35 million and we are poised to grow. Our customers serve the most vulnerable people in Ottawa and contribute to building a better, more caring community.
The Director of HR oversees all processes, tools and metrics that optimize HR shared services and solutions for OSSO customers. This role will establish and refine operational efficiencies and centralize all transactional processing within Human Resources.
The Director of HR will partner with other Executive Directors of OSSO’s customers to understand strategic priorities and business needs, ensuring service delivery capabilities and solutions are effectively and efficiently leveraged. Additionally, the Director of HR is responsible for the successful execution of the HR Service Level Agreement (SLA) between OSSO and its customer.
The HR Director is responsible to support all collective bargaining processes of OSSO’s customers.
QUALIFICATIONS:
The minimum educational requirement is a Certified Human Resources Professional (CHRP) or Certified
Human Resources Leader (CHRL); and a minimum Bachelor’s degree in HR, Business Administration
or a related field.
A minimum of at least five years’ experience as an HR Director or Senior Manager.
DIRECT REPORTS: HR Manager; HR Generalist / Co-ordinators & Scheduling Co-ordinators of OSSO customers.
SKILLS/COMPETENCIES:
Excellent interpersonal and negotiation skills.

A clear Police Records Check with the Vulnerable Sector Screen is mandatory.

WHAT WE OFFER:
Salary: $92,000-$103,000; excellent benefits package, RRSP at 8% (no employee share required), free parking, professional fees covered and a hybrid work environment with flexible hours, some in office and some work from home. A minimum of one day a week on site

Under the direction of the General Manager, the Director of HR will:
a) Lead, coach, support and develop the HR team in the effective and efficient delivery of HR services for OSSO and OSSO customers to achieve organizational goals.
b) Collaborate with senior leadership at OSSO and OSSO customers to understand the organization’s goals and strategic direction.
c) Plan, develop and implement policies and procedures, processes, training, best practices and initiatives that support the human resource needs of OSSO and OSSO customers.
d) Lead the build-out of the shared services function in HR including the identification, hiring and training of additional team members.
e) Assist management at OSSO and OSSO customers in forecasting and planning for the organization’s staffing requirements. Develop effective recruiting strategies in order to maintain an adequate and qualified pool of resources.
f) Monitor and ensure compliance with federal and provincial employment laws and regulations for OSSO and OSSO customers. Recommend best practices and review / modify policies to maintain compliance.
g) Administer and oversee all human resource initiatives in the department for OSSO and OSSO customers. These include: recruitment, training & development, compensation and benefit administration, disciplinary matters, grievances, disputes and investigations, scheduling, WSIB claims management, performance management, morale, health and safety, labour relations, etc.
h) Develop, implement and monitor departmental budget for OSSO and authorize expenditures within operational budget.
i) Act as a key contributor / advisor to the collective bargaining process for OSSO customers by building positive and respectful relationships with union partners, collaborating with senior management in negotiations, attending labour management meetings, grievance meetings, mediation and arbitration meetings, and other complex labour issues.
j) Liaise with legal counsel for OSSO and OSSO customers on all labour relations matters.
k) Provide guidance and expertise to management at OSSO and OSSO customers around employee performance, disputes from staff to staff, legislative requirements, disciplinary matters, etc.
l) Keep up to date of advances/changes in the HR field and employment law by attending educational workshops, conferences & webinars, reviewing professional publications; establishing personal networks; benchmarking best practices.
m) Maintain and oversee the performance management process by providing support and guidance to management at OSSO and to OSSO customers where required.
n) Liaise and manage any external partner contracts for investigations, benefits, renewals, job evaluations, compensation reviews, return to work assessments, etc.
o) Attend Board meetings as required for OSSO and OSSO customers to present on any HR related matters.
p) Conduct and participate in salary surveys as they pertain to OSSO and OSSO customers. Monitor the compensation program and recommend changes and improvements for determining salary guidelines, promotional increases and labour contracts to the Executive Director(s). Also ensure corporate adherence to approved pay practices.
q) Recommend a cost-effective Benefits program for OSSO and OSSO customers, including annual improvements and alternative programs. Communicate changes and procedures to staff. Oversee the on-going performance of the program.
r) Provide support and assistance to the Finance department of OSSO and OSSO customers on matters pertaining to payroll, budgets, benefits, scheduling and other related matters.
s) Provide oversight and support to the Scheduling function at OSSO and OSSO customers by problem solving time constrained concerns as they arise with scheduling staff.
t) Proactive in the care and recovery of all employees who are in crisis situations at OSSO and OSSO customers on any matter related to their employment.
u) Oversee the management of WSIB claims, modified work / accommodation requests and leave requests for all employees at OSSO and OSSO customers.
v) Follow all OSSO policies and procedures and promote the responsibility of all employees to follow health and safety guidelines.
w) Displays a positive and professional demeanour in all verbal, written and electronic communications.
