Bienvivir All-Inclusive Senior Health (“Bienvivir”) is a community-based, patient-centered, comprehensive health care delivery system that advocates and promotes quality of life, optimum independence, dignity, and choices in a nurturing environment for frail seniors. Since 1987, Bienvivir has served the frail seniors of El Paso, Texas through the provision of the Program of All-Inclusive Care for the Elderly (“PACE”).
PACE is a unique managed care benefit for frail seniors (referred to as participants) age 55 and older who are certified by the state as needing nursing home level care and who reside in a PACE service area. PACE programs coordinate and provide comprehensive medical and support services so that participants can remain independent and stay in their homes for as long as safely possible.

QUALIFICATIONS / REQUIREMENTS:

  1. Must have a High School Diploma or equivalent.
  2. Preferred Bachelor’s Degree in business or related field.
  3. Five years of progressive experience in human resources or related experience.
  4. Bilingual (English/Spanish)

Responsibilities

1. RESPONSIBLE FOR PERFORMING RECRUITING AND HIRING FUNCTIONS TO ENSURE THAT QUALIFIED CANDIDATES ARE AVAILABLE FOR POSITION OPENINGS.

a. Manages Employee Requisition requests
b. Posts job announcements on a variety of job boards.
c. Screens applicants to determine possible job candidates.
d. Forwards applications of qualified candidates and all related paperwork to Hiring Officials.
e. Tracks and records applicant status using an Applicant Tracking System.
f. Conducts criminal record and background checks of prospective employees.
g. Responsible for the verification of the Forms I-9 and verification of authorization of employment for all prospective employees.
h. Conducts New Employee Processing presentations to ensure that all new employees are well aware of human resource policies and programs.
i. Ensures that all new employees accurately complete and sign the Hiring Packet.
j. Completes all recruiting and hiring activities in compliance with established policies, procedures, and legal regulations.

2. RESPONSIBLE FOR ADMINISTERING AND COORDINATING EMPLOYEE BENEFIT PROGRAMS INCLUDING MEDICAL, DENTAL, VISION, LIFE, LONG TERM DISABILITY, SUPPLEMENTAL INSURANCE, 403(B) PLAN, FLEXIBLE SPENDING ACCOUNTS, COBRA, AND FAMILY AND MEDICAL LEAVE.

a. Conducts new hire benefit enrollment presentations on a weekly basis.
b. Prepares and distributes information materials for all benefit programs as required including the 403B retirement program.
c. Ensures that each employee who qualifies for benefits completes all required enrollment forms in a timely manner.
d. Checks benefit enrollment forms for accuracy and eligibility.
e. Forwards benefit changes and new enrollments to each insurance carrier, 403B Third Party Administrator, and COBRA Administrator as needed.
f. Administers and coordinates open enrollment to include, notifying employees and coordinating meetings with insurance and retirement plan representatives.
g. Maintains the human resource management system to ensure employee benefit changes are up to date and accurate in the system for proper payroll deduction.
h. Researches and resolves problems with insurance claims, non-payments, billings, lost identification cards, etc.
i. Completes the monthly reconciliation of the billing from our insurance carriers with our employee monthly insurance deductions, and works with the carriers and the accounting department to resolve any discrepancies.
j. Prepares related insurance reports and records and maintains files as required.
k. Assists with complying with the Patient Protection and Affordable Care Act by running reports for the 6 month measurement period and updating employees benefit eligibility as required.
l. Maintains the 403B retirement program with accurate record keeping and ensures employees receive the safe harbor matching contribution.
m. Administers Flexible Spending Accounts. Processes all forms, forwards vouchers and checks, and maintains employee files.
n. Oversees COBRA program. Works with our COBRA Administrators to ensure the COBRA program is administered according to federal regulations and terminated employees are notified in a timely manner.
o. Administers Family and Medical Leave and other leave programs. Distributes forms, determines eligibility, and ensures that federal regulations are met to include tracking leave periods and collecting unpaid insurance premiums.
p. Ensures that employee benefit programs are administered effectively, efficiently, and in accordance with company policy and legal regulations.

3. RESPONSIBLE FOR PERFORMING VARIOUS EMPLOYEE RELATIONS DUTIES.

a. Advises supervisors of established policies and procedures relating to employee relations issues.
b. Supports supervisors in handling employee relations issues including counseling with employees.
c. Counsels with employees to resolve questions. Recommends solutions according to company policies and procedures and applicable legal requirements.
d. Keeps Human Resources Manager informed of area activities and of any problems.
e. Conducts exit interviews and records responses.
f. Processes employee separations in the human resource management system.
g. Processes unemployment claims and represents company at hearings.

5. ASSUMES RESPONSIBILITY FOR RELATED DUTIES AS REQUIRED OR ASSIGNED.

a. Stays abreast of developments in personnel management and related legal requirements.
b. Ensures work area is clean, secure, and well maintained.
c. Performs special or miscellaneous projects as assigned.
d. Updates job skills as required.
