Description
The Human Resources Generalist is responsible for performing HR-related duties on a professional level and works closely with senior management in supporting employee relations. This position carries out responsibilities in the following functional areas: benefits administration, leave management, employee relations, training, performance management, policy implementation, and employment law compliance.  Ensure that the core values of Camino Health Center - Service, Dignity, Justice, and Excellence - are carried out within daily tasks. Dignity: Demonstrates competence in communication and interpersonal relations Excellence: Demonstrates competence in continuous improvement, continuous learning, and teamwork/collaboration2  Service: Demonstrates competence in customer/patient focus, adaptability, and shaping change Justice: Demonstrates competence in community orientation, stewardship, and strategic planning and action Essential Functions:  Employee Relations * Partners with leadership to lead employee relations counseling, disciplinary support, outplacement counseling, and exit interviewing. * Participates in administrative staff meetings and attends other meetings and seminars.   * Assists in evaluation of reports, decisions and results of departments in relation to established goals.   * Recommends new approaches, policies and procedures to effect continual improvements in efficiency of the department and services performed. * Coordinates with managers for staff recognition. * Communicates with staff regarding updates and/or changes related to policies, reviews, and compliance. * Assists with terminating employees as needed, including terminating accounts and benefits. HR Administration and Compliance * Ensures compliance with federal and state regulations concerning employment. * Ensures compliance with equal employment opportunity (EEO) requirements and maintains required records, reports, and documentation. * Manages and ensures compliance with federal and state leave programs, including FMLA, CFRA, ADA, and other protected leaves, with responsibility for documentation, tracking, coordination, and employee communication. * Administers human resource plans and procedures; leads the development and implementation of policies and procedures; maintains the employee handbook and policies and procedures manual; and ensures legal compliance in human resource areas. * Administers and supports employee benefit programs, including enrollment, changes, reconciliation, and employee inquiries; maintains accurate benefits records and ensures compliance with applicable benefit regulations. * Prepares and submits required annual reports, including EEO-1 and Pay Data reporting. * Manages workers’ compensation reporting and serves as the liaison for workers’ compensation annual audits. * Maintains human resource information system records and compiles reports from HR databases and employee files. Credentialing and Privileging * Coordinates needed documentation for new providers and clinic support staff to be fully credentialed and privileged within policy guidelines. * Ensures completion of ongoing credentialing and privileging renewal files within policy timeframes. * Provides timely and completed documentation to the Administrative Assistant for inclusion in the Board Committee packets. * Maintains and updates the Credentialing and Privileging files to ensure the organization is compliant with applicable laws and regulations.  * Communicates appropriately with all providers and caregivers regarding documentation and files needed for any renewed credentials or licenses. * Assists the Revenue Cycle Manager with supporting documents for payer sources. Learning and Development * In collaboration with the HR Director and HR Coordinator, assesses training and development needs through surveys, interviews, focus groups, and communication with managers, instructors, and customer representatives. * Creates and/or acquires training procedure manuals, guides, and course materials. * Presents training and development programs using various forms and formats including group discussion, lecture, simulations, and videos. * Maintains records of training and development activities, attendance, results of tests and assessments, and retraining requirements. * Prepares and implements training budget; maintains records and reports of expenses. Recruitment & New Hire Orientation * Assists with the recruitment and hiring process for all exempt and nonexempt employees, volunteers, temporary employees, contractors, and residents. * Maintains job applications received; reviews applications to match experience with specific job-related requirements. Responds to calls and/or emails regarding job openings. * Responsible for conducting new hire orientation, preparing new hire paperwork and benefit enrollment for new hires. Payroll * Assists with payroll processing support in collaboration with the Finance Specialist. * Assists with benefits reconciliation  Other Duties: Performs other duties and assignments as assigned. Minimum Position Qualifications: * Education: Bachelor’s degree in Human Resource Management or a related field. * Experience / Training: Two years of human resources experience.  * Technical Proficiency: Proficiency with HRIS platforms (e.g., ADP Workforce Now), Microsoft Office and SharePoint, and PDF-based documentation. Preferred Position Qualifications: * Education: Master’s degree in Human Resource Management or a related field. * Experience / Training: Human resources experience in a health care environment; preferably in a community health center, primary care, or FQHC setting. * License / Certification: SHRM-CP or SHRM-SCP certification strongly preferred. Monday-Friday 8:00 AM - 5:00 PM.
