Arlington County Government’s award-winning Human Resources Department (HRD) is seeking an experienced Human Resource Information Systems (HRIS) Analyst to support the ongoing development, implementation, and translation of Oracle Cloud Fusion Human Capital Management (HCM) applications and updates. This position will serve as the primary functional subject matter expert, responsible for configuring, analyzing, and supporting the County’s HCM system and will be responsible for ensuring the efficiency and effectiveness of critical Human Resource services, including recruiting, compensation, payroll, benefits administration, training, performance management, and retirement administration.
The selected candidate will resolve workflow, data processing, and data quality issues, while identifying system solutions for new operational requirements driven by policy changes, regulations, and/or collective bargaining agreements. The selected individual will also implement and configure Oracle’s quarterly software releases, ensuring smooth implementation with minimal disruption to HR operations.

Specific duties include:

  • Implementing and optimizing the HCM system by designing and deploying solutions that align with HR best practices and County business objectives;
  • Collaborating with stakeholders to gather, define, and document functional requirements for HCM system enhancements;
  • Developing comprehensive system documentation, including functional specifications, system design documents, process flows, and standard operating procedures (SOPs);
  • Providing updates on HCM system improvements and recommending technical enhancements to department leadership and stakeholders;
  • Collaborating with HRD and technology teams to ensure seamless integration of HCM solutions across County operations;
  • Reporting on project status and recommending improvements to department leadership and stakeholders on HCM initiatives;
  • Supporting data analysis and reporting by assisting with ad-hoc report design and preparation for HR and County leadership;
  • Delivering HCM systems training and user support to cross-functional HR staff, promoting effective system utilization; and
  • Troubleshooting escalated service tickets and facilitating weekly meetings to prioritize and track escalated resolutions.
