JACKSONVILLE HOUSING AUTHORITY POSITION DESCRIPTION   TITLE: Human Resources Manager                                                                                                   FLSA STATUS: Exempt DEPARTMENT: Human Resources                                                                                                    STATUS: None REPORTS TO: Director of Human Resources     POSITION SUMMARY The HR Manager is responsible for developing and executing human resources strategies in support of the organization's overall business plan and strategic direction. The HR Manager directly oversees HR Operations, including talent acquisition, employee relations, performance management, compensation, compliance, and organizational development. The HR Manager directly supports the Director of Human Resources in all HR initiatives, matters, and projects.   DUTIES AND RESPONSIBILITIES HR Strategy Development: • Develop and implement HR strategies aligned with the organization’s goals and objectives. • Provide strategic leadership by identifying HR needs and recommending solutions to support business growth. Talent Acquisition and Onboarding: • Oversee the recruitment, selection, and onboarding process to attract and retain top talent. • Develop strategies to ensure effective sourcing, developing a strong JHA employee brand, and enhancing our online presence. • Enhance partnership with non-for-profit and for-profit organizations to fill our hiring pools with quality candidates. • Work with Staffing agencies as needed to provide additional support and oversight. • Develop and maintain recruitment SOPs that include but not limited to an entire employee experience, from posting a job, to being onboarded, to an employee retiring from JHA. Performance Management: • Collaborate with management on designing and managing performance management systems to drive employee development and organizational effectiveness. • Keep track of performance trends that impact the authority. • Use the performance management data to make decisions from a succession planning standpoint. • Analyze and strategize with people data and metrics to guide strategy. • Innovate on software packages for recruitment, personnel, spreadsheets, and databases. • Demonstrate success utilizing employee attraction, engagement, and retention strategies. Compensation and Benefits Oversight: • Manage compensation programs and work closely with the Director of Human Resources to ensure the benefits' competitiveness and fairness. • Maintain and oversee our existing compensation program and philosophy including but not limited to union compensation, salary schedules, ADP, etc. Payroll Management: • Oversee payroll processes to ensure accuracy, compliance, and timeliness. • Ensure internal controls are in place for all payroll functions and processing. Compliance and Risk Management: • Ensure compliance with federal, state, and local employment laws and regulations. • Work with the Risk Management team to ensure alignment on Risk mitigation, HR strategy, and overall mission. Employee Engagement: • Support employee engagement initiatives to promote a positive work environment and enhance employee satisfaction. HR Metrics and Reporting: • Manage HR metrics and reporting to track the effectiveness of HR programs and initiatives. • Maintain the HR dashboard and utilize data to drive and enhance operational decisions. Advisory and Support Role: • Serve as a trusted advisor to managers and employees on HR-related matters, including conflict resolution, policy interpretation, employee development, etc. All other duties as assigned by the Director of Human Resources or designee.   QUALIFICATIONS This position requires a Bachelor’s degree from an accredited college or university, with emphasis in Human Resources, Business, Accounting or a related field. A Master's degree or active SHRM Certification is preferred, along with 7 or more years of progressively responsible HR experience, including at least 3-5 years in a leadership role overseeing all aspects of the HR function for 100+ employees required. A deep understanding of HR policies and procedures, labor and employment laws and regulations, payroll administration and industry best practices is essential. The ideal candidate will possess strong interpersonal, analytical, and problem-solving skills. Strong verbal and written communication abilities are required, emphasizing clarity and conciseness.
