Human Resources Manager – Compensation & Benefits

Role Overview

A leading multispecialty healthcare organisation based in Dubai is seeking an accomplished Human Resources Manager – Compensation & Benefits to manage the entire HR gamut, with particular ownership and expertise in Compensation & Benefits (C&B), payroll, rewards, HR analytics and workforce cost management.

The position will play a key role in designing and implementing competitive compensation structures while also managing broader HR responsibilities, including talent acquisition, HR operations, performance management, employee engagement, learning & development, employee relations, manpower planning, and HR compliance.

The ideal candidate will combine strong C&B expertise with hands-on generalist HR leadership experience, preferably gained within a hospital, multispecialty healthcare group or other large service-oriented organisation in the UAE/GCC.

Key Responsibilities

Compensation & Benefits

  • Lead the organisation's complete Compensation & Benefits strategy, ensuring competitiveness, internal equity and alignment with business objectives.
  • Design, review, and administer salary structures, grades, job bands, allowances, benefits, incentives and reward programs.
  • Conduct periodic salary benchmarking and market compensation studies and recommend appropriate changes to management.
  • Manage annual salary review, increment, promotion and bonus cycles.
  • Develop compensation guidelines for new hires, promotions, transfers and internal movements.
  • Conduct job evaluation and job grading exercises to ensure consistency and internal parity.
  • Review compensation positioning for critical clinical talent, including doctors, nurses, allied healthcare professionals and specialist roles.
  • Develop appropriate retention and incentive programs for critical and high-performing talent.
  • Review employee benefit programs, including medical insurance, leave benefits, allowances and other employee welfare programs.
  • Ensure compensation policies comply with applicable UAE employment regulations and organisational governance standards.

Payroll & HR Analytics

  • Oversee and coordinate the monthly payroll process, ensuring accuracy, confidentiality and timely completion.
  • Validate salary changes, incentives, deductions, leave adjustments and other payroll inputs.
  • Ensure appropriate administration of end-of-service benefits and final settlements.
  • Develop HR dashboards and MIS covering headcount, payroll cost, compensation, attrition, recruitment, absenteeism, productivity and other key HR metrics.
  • Analyse workforce costs and provide management with recommendations for optimisation.
  • Support annual manpower budgeting and provide accurate forecasts of employee-related costs.

HR Strategy & Manpower Planning

  • Partner with senior management and business leaders in developing and implementing the organisation's people and HR strategy.
  • Lead annual manpower planning and budgeting in coordination with clinical and functional heads.
  • Review organisational structures, spans of control and staffing requirements.
  • Support workforce planning for existing operations as well as expansion and new healthcare facilities.
  • Establish HR policies, SOPs and governance frameworks aligned with organisational requirements.

Talent Acquisition & Onboarding

  • Oversee end-to-end recruitment for clinical and non-clinical positions.
  • Partner with department heads to identify manpower requirements and develop effective recruitment strategies.
  • Manage compensation fitment and salary negotiations for new hires.
  • Support recruitment and onboarding of doctors, nurses, allied health professionals, administrative and corporate employees.
  • Coordinate healthcare professional licensing and credentialing requirements with the relevant internal teams and authorities, as applicable.
  • Ensure a structured and effective employee onboarding and induction process.
