FUNCTION:  Works toward a continuous up-grading of personnel, through better employee-employer relationships. Finding qualified people and helping to ensure that each employee has the opportunity to advance to positions in keeping with the employee’s abilities.  Coordinates benefits, policies, and procedures.   DUTIES AND RESPONSIBILITIES:   1. Supervises the preliminary screening, testing, and interviewing of applicants in part-time and full-time hourly positions to fill openings in all divisions of the company. 2. Actively recruits, assesses and screens all salaried level employees. 3. Advertises, maintains contact with the state employment services, business schools, universities, and other sources necessary to maintain a flow of qualified applicants. 4. Develops employee orientation guidelines. 5. Administers established personnel policies, employee benefits and incentive plans; advises employees who need information concerning such policies, benefits, and bonus programs. 6. Maintains the record keeping on all insurance and benefit programs. 7. Anticipates employee needs, informing them of eligibility requirements and procedures necessary in the filing and administration of the health, dental, life and accidental death insurance programs. 8. Works with Trust Department Personnel to administer the Profit Sharing/401k option plan. 9. Supervises the maintenance of employee status files and personnel/payroll records. 10. Verifies all employment history on present and past employees. 11. Approves and maintains file on company donations. 12. Visits store and other major divisions of the company on a regular basis to become knowledgeable of personnel strengths and weaknesses in each area. 13. Maintains accurate files on all management schedules. 14. Maintains community relations by the joining of professional organizations, conduction workshops and participating in training programs as requested by schools and organizations. 15. Handles customer complaints when they become and insurance liability. 16. Handles employee grievances; call a grievance hearing when requested. 17. Acts as company representative in unemployment compensation hearings, EEOC charges and other legal and labor issues as they arise. 18. Standardizes wage and salary programs; guides managers to keep wages and salaries consistent in job categories. 19. Supervises annual performance evaluation programs, reviews for completeness and forwards to the individual personnel file in the payroll department. 20. Establishes and periodically revises job descriptions and job specifications for all positions. Makes sure all new hires report to work with a job description. 21. Stays informed of government rules and guidelines by appropriate reading of publications by attending seminars as they apply to personnel policies and practices; all to ensure that the company’s policies and procedures are in keeping with the law. 22. Updates company policy manual as needed. 23. Informs the company President on current pertinent matters; makes recommendations for the improvement of the company’s efficiency, productivity and/or operation results. 24. Responsible for communication to local newspapers of outstanding performance awards and promotions for publication. 25. Works with merchandisers, buyers and department managers in the coordination's of activities for promotional events for the purpose of attracting customers. This includes toppers, coupon layout, and results.   This job description in no way states or implies that these are the only duties to be performed by this employee. This is a salaried position and is not limited to a 40-hour week.   EDUCATION:  B.S./B.A. Degree; preferable a business major or equivalent work experience.   EXPERIENCE:   Preferably 5 years in-store retail management or personnel management experience.   TRAITS:  Professional appearance, intelligent, articulate, congenial and decisive.
