Job Summary: The position oversees full-cycle recruitment and onboarding processes, ensuring equity, compliance, and alignment with district goals. It also administers and tracks employee leaves of absence, ensuring adherence to legal requirements, contractual provisions, and district policies. In addition, the role supports employee relations by conducting investigations, advising on disciplinary actions, and ensuring consistent policy enforcement. The position further contributes to policy development, compliance reporting, and employee engagement initiatives, fostering a positive and inclusive workplace culture.

QUALIFICATIONS:

  • Bachelor’s degree in Human Resources or related field required
  • Three to five years of experience in Human Resources, including recruiting and employee relations experience required
  • PHR/SPHR Certification preferred

Responsibilities
  • Serve as a trusted advisor to district administrators, principals, and supervisors by providing expert guidance on HR policies, procedures, best practices, and labor contract interpretation.
  • Offer direct support in managing sensitive and complex personnel matters with discretion and professionalism.
  • Respond to HR-related inquiries from employees and stakeholders, ensuring clarity and consistency in all communications.
  • Oversee the full-cycle recruitment process for staff, including job postings, candidate sourcing, screening, interviews, reference checks, and final selections.
  • Ensure recruitment practices are inclusive, equitable, and aligned with district and hiring goals.
  • Manage the pre-boarding process for new hires, including salary determination, employment offers, and credential verification.
  • Coordinate and attend job fairs, recruitment events, and outreach initiatives to attract highly qualified candidates.
  • Administer comprehensive onboarding processes, including district policies, benefits, technology systems, workers’ compensation, PSERS, and workplace expectations.
  • Collaborate with other HR team members to ensure seamless onboarding experiences and timely communication with all relevant departments.
  • Administer staff leave requests, including Family Medical Leave Act (FMLA)
  • Track and document employee leaves and return-to-work status; maintain related records in compliance with legal and district requirements.
  • Assist in the administration of employee relations, including investigating complaints, resolving conflicts, and managing performance improvement plans.
  • Support the coordination and documentation of investigations relating to staff conduct, grievances, and policy violations.
  • Facilitate and document employee disciplinary actions, including conducting Loudermill Hearings and termination meetings, ensuring adherence to due process.
  • Advise supervisors and managers on consistent enforcement of district policies and disciplinary procedures.
  • Interpret and apply provisions of collective bargaining agreements, collaborating with district leadership during contract negotiations and implementation.
  • Assist in preparing compliance reports, such as PIMS submissions, EEO data reports, and other state or federal filings.
  • Compile and generate reports to support decision-making and ensure compliance with internal and external data requirements.
  • Track employee records related to assignments, certifications, disciplinary actions, and benefit eligibility.
  • Correspond with and assist district professional personnel in preparation and maintenance of appropriate certification in addition to application for emergency permits.
  • Administer and oversee the tenure process as defined under PA School Code.
  • Process work experience verifications in relation to the level II certification process.
  • Assist in developing, reviewing, and revising district HR policies, procedures, staff handbooks, and operational protocols.
  • Ensure all policies align with current laws and district priorities; manage timely distribution and communication of policy updates to employee groups.
  • Support and contribute to employee engagement initiatives, such as wellness programs, staff recognition events, and morale-building activities.
  • Promote a positive workplace culture through collaboration, transparency, and supportive employee services.
  • Provide guidance, training, and mentorship to HR staff, clerical support, and other personnel involved in HR functions.
  • Ensure smooth coordination of day-to-day HR operations and maintain a high level of service across all schools and departments.
  • Represent the HR department on district committees, cross-functional workgroups, and at professional events.
  • Coordinate and oversee the district’s reasonable accommodation process in compliance with the Americans with Disabilities Act (ADA), Section 504, and applicable state laws.
