A leading multispecialty healthcare organisation in Dubai is seeking an experienced and dynamic Human Resources Manager to lead and manage the entire HR gamut across the organisation.The incumbent will be responsible for developing and executing the organization’s people strategy while managing the complete employee lifecycle—from manpower planning and talent acquisition through performance management, employee engagement, compensation & benefits, compliance, learning & development, and separation.Given the healthcare environment, the role requires a strong understanding of UAE labour regulations, healthcare workforce requirements, licensing processes, compliance, and HR best practices. The HR Manager will work closely with senior management, doctors, clinical teams, nursing, allied healthcare professionals, and corporate/support functions.Key ResponsibilitiesHR Strategy & LeadershipDevelop and implement the overall HR strategy, policies, processes, and the annual HR plan, aligned with the organisation’s business objectives.
Partner with senior management on workforce planning, organisation structure, manpower budgeting, succession planning, and talent strategy.
Provide management with HR analytics and insights relating to headcount, attrition, recruitment, productivity, compensation, employee engagement, and workforce costs.
Build a professional, performance-driven and employee-centric culture across the organisation.
Talent Acquisition & Manpower PlanningManage end-to-end recruitment across clinical and non-clinical functions, including doctors, nurses, allied healthcare professionals, administrative and corporate positions.
Develop manpower plans based on business expansion, operational requirements and approved budgets.
Ensure employee records, contracts and HR documentation are accurate and appropriately maintained.
Establish efficient HR processes and ensure consistent implementation of HR policies across departments.
Manage HRMS and employee databases and ensure timely generation of HR MIS and management reports.
Performance ManagementDesign and administer the organisation's performance management framework, including goal setting, KPIs, periodic reviews and annual appraisals.
Work with functional heads to establish measurable performance objectives.
Identify performance gaps and coordinate performance improvement plans where required.
Link performance outcomes with development, recognition, increments and career progression.
Compensation, Benefits & PayrollManage the organisation's compensation and benefits framework and ensure internal equity and market competitiveness.
Coordinate monthly payroll inputs and ensure accurate and timely payroll processing.
Conduct periodic salary benchmarking and recommend appropriate compensation structures.
Employee Relations & EngagementAct as the key point of contact for employee relations, grievances and workplace concerns.
Develop employee engagement and retention initiatives, particularly for critical clinical talent.
Conduct employee engagement surveys and implement appropriate action plans.
Promote effective communication between management and employees.
Manage disciplinary matters professionally, confidentially and in accordance with organisational policies and applicable regulations.
Learning, Development & Talent ManagementIdentify training and development requirements in consultation with department heads.
Develop annual learning and development plans for clinical, managerial and support functions.
Facilitate leadership development, succession planning and career-development initiatives.
Coordinate mandatory training and compliance programs applicable to healthcare employees.
HR Compliance & GovernanceEnsure HR practices are compliant with applicable UAE labour laws and regulations and organisational policies.
Maintain awareness of regulatory changes affecting employment and healthcare workforce management in Dubai.
Coordinate employment-related requirements with relevant government and regulatory authorities as applicable.
Support internal and external audits and ensure appropriate HR documentation and compliance.
Ensure confidentiality and appropriate governance of sensitive employee information.
Healthcare Workforce ManagementPartner closely with clinical leadership to understand staffing requirements across specialities and departments.
Support recruitment, credentialing, licensing and onboarding processes for doctors, nurses and allied healthcare professionals.
Coordinate with relevant internal teams and regulatory authorities for healthcare professional licensing and renewals, as applicable.
Monitor staffing levels, employee turnover, and workforce availability to ensure continuity of patient care operations.
Candidate ProfileBachelor's degree in Human Resources, Business Administration, Management or a related discipline; MBA/PG qualification in HR would be preferred.
Approximately 6–8+ years of progressive HR experience, with meaningful experience in a managerial or HR leadership capacity.
Prior experience within a hospital, multispecialty clinic, healthcare group or comparable healthcare organisation is strongly preferred.
