General Job Summary: The Human Resources Manager is responsible for delivering disciplined, consistent execution across all human resources functions of the Bank. This role is designed for a seasoned HR professional who excels in operational HR, maintains exceptional documentation, ensures compliance, and manages personnel matters with professionalism and sound judgment. The Human Resources Manager works closely with the President & CEO and must be comfortable receiving direction, implementing decisions promptly, and providing clear, concise updates. Essential Duties and Responsibilities: Human Resources Operations & Administration Manage day-to-day HR operations, including onboarding, offboarding, personnel records, HRIS/ATS systems, and benefits coordination. Ensure all HR activities comply with federal and state employment regulations, banking regulatory expectations, and internal policies. Maintain accurate, well-organized, audit-ready employee documentation. Administer employee lifecycle processes with consistency and attention to detail. Regulatory Compliance Coordination Ensure HR policies and practices meet regulatory standards and support a sound risk posture. Partner with Compliance and external advisors on employment-related regulatory matters. Prepare HR-related documentation, reporting, and support materials for internal and external audits. Maintain up-to-date knowledge of employment laws and regulatory changes. Talent Acquisition & Recruiting Management Lead full-cycle recruiting for all positions within the Bank. Standardize and manage the interview process to ensure quality, fairness, and consistent evaluation. Screen and assess candidates, conduct reference checks, and coordinate interviews. Involve the CEO in roles requiring executive review and ensure hiring decisions follow established processes. Employee Relations & Performance Management Serve as the primary point of contact for employee relations matters, providing objective guidance and consistent application of policies. Conduct investigations, gather facts, maintain documentation, and prepare recommendations for leadership. Support managers in delivering performance feedback, disciplinary actions, and improvement plans. Ensure issues are addressed promptly and professionally, minimizing disruption to the organization. Leadership Support & Communication Provide the CEO with timely, accurate updates on personnel matters, staffing needs, and emerging HR issues. Execute CEO directives clearly and efficiently while maintaining confidentiality. Support leaders in applying HR policies, performance expectations, and employee communication standards. Promote organizational stability through consistent HR execution and professional presence. Requirements Preferred Experience in banking, financial services, or other regulated industries. Familiarity with HRIS/ATS platforms and producing HR metrics. Experience in organizations undergoing growth, restructuring, or modernization. Competencies Operational Discipline: Executes core HR functions with precision and consistency. Sound Judgment: Handles sensitive information and decisions professionally. Documentation Excellence: Maintains high-quality, audit-ready records. Regulatory Awareness: Understands compliance and risk requirements of banking. Education and Experience: Bachelor’s degree in Human Resources, Business Administration, or related field. 4-7+ years of progressive HR experience with substantial operational responsibility. Strong working knowledge of employment law, HR compliance, and documentation standards. Demonstrated ability to manage sensitive matters with professionalism and discretion. Excellent organizational and communication skills. Ability to execute direction from executive leadership with consistency and accuracy.
