Policy Development
- Develop, update, implement, and maintain company policies (e.g., attendance, alcohol and drug use, EEO/AA, accrued benefits, compensation, and training).
- Ensure compliance with federal and state labor laws, FMCSA regulations, and EEO/AA requirements; advise leadership on implications of legal and regulatory changes.
- Serve as the company’s EEO Officer and lead responses to audits, reviews, or complaints.
- Investigate and resolve harassment, discrimination, and other employee relations concerns; maintain thorough documentation.
- Assist with subcontractor compliance for EEO/AA requirements in coordination with the engineering department.
Recruiting and Workforce Development
- Supervise and support the Workforce Development Specialist in the development and implementation of workforce training programs in collaboration with company leadership.
- Lead and coordinate all recruitment efforts to attract, hire, and retain qualified candidates.
- Build and maintain relationships with recruiting sources and community partners.
Payroll, Compensation, and Benefits
- Administer employee benefits programs, including enrollments, changes, and employee communications related to health, dental, vision, life insurance, and other offerings.
- Serve as a point of contact for employee questions related to payroll and benefits.
- Maintain and review salary administration practices, including market benchmarking and internal equity.
- Coordinate employee evaluations, salary increases, job descriptions, and classification updates.
Employee Engagement and Culture
- Organize company events such as holiday banquets, service awards, retreats, and training sessions.
- Write, edit, and publish internal communications such as newsletters, announcements, and workshop materials.
- Administer employee recognition programs and company merchandise programs.
HR Operations and Leadership
- Supervise and support the HR Administrative Assistant(s); ensure accurate employee records, database maintenance, reference checks, and confidential file handling.
- Manage unemployment claims and represent the company at hearings and appeals.
- Partner closely with company leadership to ensure alignment across departments.
- Provide guidance and support to department managers on HR-related topics to help them meet team and company goals.
- Carry out additional responsibilities as assigned by executive leadership.
What you will need: (Minimum qualifications)
- Bachelor’s degree in Human Resources, Business Administration, or related field preferred; equivalent experience may be considered.
- Minimum of 3 years of progressively responsible HR experience across multiple HR functions (e.g., employee relations, benefits, recruiting, compliance).
- Must possess and maintain a valid driver’s license.
- Be willing and have the ability to travel to support statewide HR functions.
- Prior experience in a construction, skilled trades, or field-based workforce environment is strongly preferred.
- Broad knowledge of human resources practices, employment laws, and compliance requirements (e.g., FMLA, ADA, FLSA, Title VII, EEO/AA).
- Working knowledge of HR functions including employee relations, training and development, payroll, and benefits administration.
- Strong interpersonal and communication skills with the ability to build trust, influence stakeholders, and handle sensitive issues with discretion.
- High level of integrity and sound judgment when working with confidential information and complex employee matters.
- Ability to analyze and interpret data, adapt procedures to new or unusual situations, and make informed recommendations to leadership.
- Proficient in Microsoft Office Suite; experience with HRIS or payroll systems preferred.
- Self-starter who can operate with a high degree of independence under general direction.
- Demonstrated ability to develop and implement policies, programs, and procedures with minimal oversight.
- Comfortable making decisions based on established precedents or in situations where little precedent exists.
