Position Summary The Human Resources Manager is responsible for leading and executing all human resources functions for a commercial foodservice manufacturing operation in Illinois. This role partners with plant and corporate leadership to support a compliant, safe, and engaged workforce while aligning HR strategies with operational and business objectives. The HR Manager ensures compliance with Illinois and federal employment laws and oversees employee relations, recruiting, payroll, benefits, HR systems, safety programs, and strategic HR initiatives under the guidance of Director of Human Resources. Essential Duties and Responsibilities Employee Relations, Investigations & Compliance Serve as the primary HR resource for hourly employee relations matters in compliance with Illinois and federal employment laws. Conduct prompt, thorough, and impartial workplace investigations, including harassment, discrimination, retaliation, and policy violations. Ensure compliance with Illinois Human Rights Act, Illinois Workplace Transparency Act, and EEO requirements. Partner with leadership on corrective actions, performance management, disciplinary actions, and employee terminations. Support compliance with Illinois personnel record requirements and employee notice obligations. Recruiting, Onboarding & Workforce Planning Manage full-cycle recruiting for hourly roles in a manufacturing environment. Ensure hiring practices comply with Illinois Equal Pay Act, E-Verify requirements (as applicable), and pay transparency standards. Oversee onboarding processes, including completion of required Illinois new-hire reporting and employment eligibility documentation. Support workforce planning to meet production, seasonal, and operational demands. Payroll & Benefits Administration Oversee payroll administration in compliance with Illinois Wage Payment and Collection Act, including final pay requirements. Assist in management of benefits programs, including medical, dental, vision, retirement plans, COBRA, and leaves of absence in tandem with the Payroll and Benefits Manager. Assist in management of Illinois-specific leave programs, including FMLA coordination, Illinois Paid Leave for All Workers Act, Illinois Paid Family and Medical Leave (as applicable), and local leave ordinances. HRIS & Data Management Manage and maintain the HRIS system to ensure accurate employee records and reporting. Lead HRIS updates, audits, and process improvements. Maintain required employee records in compliance with Illinois record retention requirements. KPI Tracking, Metrics & Analysis Develop, track, and analyze HR KPIs, including turnover, absenteeism, time-to-fill, safety metrics, training completion, and engagement data. Prepare and present regular HR reports and insights to leadership to support data-driven decisions. Training & Development Identify training needs and implement training programs for leadership development, compliance, safety, and employee skill development. Ensure completion of required Illinois compliance training, including harassment prevention training. Support succession planning and internal development initiatives. Policy, Program & Handbook Administration Develop, update, and administer HR policies, procedures, and programs in compliance with Illinois and federal law. Maintain and update the employee handbook and related communications. Ensure consistent application of policies across the organization. Safety Program Administration & Management Partner with operations and safety teams to administer workplace safety programs in compliance with OSHA and Illinois safety requirements. Support incident reporting, investigations, workers’ compensation claims, and corrective actions. Track and report safety metrics and participate in continuous improvement initiatives. Employee Engagement & Service Programs Plan and manage employee service programs, recognition initiatives, and employee engagement events. Coordinate company-sponsored employee events and internal communications. Manage the employee tuition assistance program, including eligibility review, approvals, tracking, and reimbursement. Strategic Initiatives & HR Projects Partner with and support strategic HR initiatives aligned with business goals and organizational growth under the guidance of the HR Director. Manage HR-related projects including system implementations, process improvements, and organizational change initiatives. Serve as an HR partner during organizational restructuring, expansions, or acquisitions. Requirements Qualifications Education & Experience Bachelor’s degree in Human Resources, Business Administration, or related field required. 5–8 years of progressive HR experience, preferably in manufacturing, foodservice, or regulated production environments. Experience working with Illinois employment laws and compliance requirements strongly preferred. Knowledge, Skills & Abilities Strong knowledge of Illinois and federal employment laws, including wage and hour, leave administration, and employee relations. Proven experience managing payroll, benefits, HRIS systems, and compliance programs. Demonstrated ability to conduct effective workplace investigations and manage sensitive issues. Strong analytical skills with experience tracking and reporting HR KPIs. Excellent communication, organizational, and problem-solving skills. Ability to work effectively in a fast-paced manufacturing environment. Certifications (Preferred) SHRM-CP, SHRM-SCP, PHR, or SPHR preferred. Work Environment & Physical Requirements Combination of office and manufacturing floor environment. Occasional exposure to production areas requiring use of personal protective equipment (PPE). Ability to sit, stand, walk, and move throughout the facility as needed.
