Le/la titulaire relève du/de la Chef(fe) d’unité des Ressources humaines. LE RÔLE Assurer une gestion RH efficace en pilotant le recrutement, en soutenant le développement des compétences et en garantissant l’application cohérente des politiques du PAM, afin d’améliorer la performance du personnel, renforcer la qualité des services RH et contribuer à l’atteinte des objectifs opérationnels du PAM. RESPONSABILITÉS PRINCIPALES (non exhaustives, dans les limites de l’autorité déléguée) Diriger les processus de recrutement et de probation de bout en bout, en garantissant des décisions de gestion des talents justes et transparentes. Promouvoir la gestion de la performance, le développement de carrière et les initiatives de culture d’entreprise afin de renforcer la croissance du personnel et l’impact organisationnel. Concevoir et mettre en œuvre des programmes d’apprentissage et de développement qui renforcent les capacités et favorisent une main-d’œuvre performante. Soutenir les activités ou projets opérationnels RH alignés sur les besoins de l’organisation, en suivant les processus standard et en veillant à la conformité avec les politiques du PAM. Répondre aux demandes des responsables et du personnel, comprendre leurs problématiques et veiller à ce que les politiques, procédures, processus, systèmes et outils soient disponibles et correctement appliqués. Contribuer à une gestion efficace de la relation d’emploi entre le PAM et son personnel, en administrant les conditions de service, les contrats et les droits y afférents. Appuyer le développement des compétences du personnel, en travaillant avec les responsables pour comprendre les besoins individuels et organisationnels, et en organisant des solutions de développement adaptées aux défis actuels et futurs. Soutenir et assurer les activités d’intégration afin que les nouveaux employés vivent une expérience positive au PAM et s’intègrent avec succès dans leur rôle et au sein de l’organisation. Contribuer au développement des talents au sein du PAM, en collaborant avec les responsables pour identifier les besoins et organiser des solutions visant à recruter, fidéliser et développer une main-d’œuvre hautement qualifiée. Appuyer les activités de conception organisationnelle permettant à la direction de définir et structurer les postes, et d’affecter les personnes aux bons endroits pour améliorer l’efficacité. Rassembler des données et contribuer à la préparation de rapports précis et en temps voulu, soutenant une vision globale des activités RH du PAM pour une prise de décision éclairée. Réaliser des analyses de données simples sous la supervision d’un responsable RH senior, afin de soutenir les projets ou de contribuer à l’amélioration des processus. Effectuer toute autre tâche selon les besoins. QUALIFICATIONS ET EXPÉRIENCE Formation : Diplôme universitaire avancé en gestion des ressources humaines, administration publique ou des affaires, psychologie du travail ou tout autre domaine pertinent, ou diplôme universitaire de premier cycle complété par plusieurs années d’expérience professionnelle ou de formations pertinentes. Expérience : En général, une année ou plus d’expérience professionnelle postuniversitaire en ressources humaines, avec un intérêt pour le développement humanitaire international. EXPÉRIENCES SOUHAITÉES POUR ACCÉDER AU POSTE Avoir répondu à des demandes RH standard ou ponctuelles. Avoir assuré du coaching ou des formations pour de nouveaux employés dans son domaine d’expertise. Avoir acquis une expérience en soutien administratif et systémique dans plusieurs étapes du cycle de vie de l’emploi : recrutement, entretiens, soutien à la formation, gestion de la performance, appui à la relocalisation et mise en œuvre de politiques dans un bureau-pays. Langue : Maîtrise du français ; avoir au minimum un niveau intermédiaire en anglais (niveau B). À PROPOS DE VOUS Vous avez : Une connaissance des meilleures pratiques, techniques et processus RH, ainsi qu’une compréhension des bases théoriques. La capacité de soutenir des membres de l’équipe plus juniors ou moins expérimentés. Des compétences analytiques de base pour compiler, maintenir et analyser des données, préparer des rapports et tirer des conclusions initiales ; capacité à développer des sources de collecte de données. De bonnes compétences en communication pour échanger des informations et collaborer avec divers interlocuteurs.
