ORGANIZATIONAL CONTEXT: These jobs are part of Global Headquarters (GHQ) and/or Country Offices (COs) and report to a more senior Human Resources Officer or designate. Job holders are likely to be working under the supervision of a more experienced staff member, receiving guidance and regular feedback on work performed. They support the collation, maintenance, analysis, and reporting of information to maximize the effectiveness of HR services. JOB PURPOSE: To support the delivery of professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities. ACCOUNTABILITIES (not all-inclusive, within delegated authority): This position plays a key role under Capabilities Development & Workplace Culture within the One Global HQ HR team covering the Eastern & Southern Africa region. 1. Workplace Culture & Engagement Champion culture-building initiatives that advance an inclusive, respectful, and values‑driven workplace across ESARO. Lead the operationalization of the WFP Leadership Framework, designing and rolling out creative learning and engagement initiatives that enable staff to internalize and model WFP behaviour and leadership standards. Develop and implement an ESARO Engagement Roadmap, including pulse analytics, benchmarking, and periodic reporting to strengthen workplace culture within HR and across global function units. 2. Learning & Career Development Design and maintain a regional Learning & Career Development Framework tailored to ESARO, enabling growth pathways for high‑performing and high‑potential staff. Support the Regional Snr. HR Business Partner in coordinating and embedding people development initiatives across units and Country Offices, ensuring coherence of national staff development priorities. Develop and implement a Career Development Support Framework and provide targeted support to select Country Offices on career pathways, development planning, and mobility readiness. 3. HR Capability Building & Service Excellence Contribute to HR Service Excellence by supporting the delivery of high‑quality HR services aligned to organisational needs and regional priorities. Support HR operational activities and improvement projects, ensuring alignment with WFP policies and standards-including effective execution of HRMIS transactions, benefits administration, payroll support and contracting processes. Lead and coordinate the technical onboarding of new HR Officers across Country Offices, ensuring a consistent, capability-building onboarding experience aligned with One Global HQ HR standards. DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE – HR SERVICES: Has provided direction and instruction to more junior staff members within area of expertise Has gained extensive experience providing administrative and systems support across multiple activities in employment life cycle including recruitment, interviews, training support, performance management, relocation support and policy implementation within a country office environment DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE – CENTRE OF EXPERTISE: Has provided direction and instruction to more junior staff members within area of expertise Has collated and analysed data to support aspects of broader change initiatives and programme design MINIMUM QUALIFICATIONS AND EXPERIENCE: Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses. Experience: Typically, three or more years of postgraduate professional experience in Human Resources with an interest in international humanitarian development. Knowledge & Skills: Broad or specialised knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background. Ability to supervise and support more junior and/or less experienced members of the team. Ability to work with minimal supervision. Ability to analyze data, draw conclusions and recommend a course of action. Good communication skills required to give and receive information and work with a variety of individuals. Ability to establish and maintain effective relationships with clients and provide client-oriented service. Ability to identify client’s needs and match them to appropriate solutions. Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems. Language: Fluency (level C) in English language.
