JOB SUMMARY

The Human Resources (HR) Operations Specialist supports the development, documentation, and enhancement of HR policies, procedures, and business processes. This role collaborates with HR teams and stakeholders to analyze current HR practices, recommend improvements, and implement changes that align with agency strategy. The position contributes to process improvement initiatives and facilitates cross-functional projects to ensure efficiency and compliance in HR operations.
This position is eligible for hybrid telework. Effective June 1, employees living within 50 miles of the office will be required to work in the office at least 50% of the time each month. Employees may reside outside the state of Minnesota if they live in a state bordering Minnesota and are within 50 miles of the primary work location.
Existing employees who were approved to telework from a bordering state and more than 50 miles from their work location before June 1, 2025, may retain this arrangement unless they move farther away.

MINIMUM QUALIFICATIONS

  • Three (3) years of professional project management experience*


    • Bachelor’s degree in a closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.

    • Experience with strategy development, design, and implementation of cross-functional initiatives
    • Exceptional people skills with demonstrated ability to communicate effectively with both technical and nontechnical audiences.
    • Critical thinking and strategic planning skills sufficient to analyze and evaluate complex information, research and evaluate alternatives, independently make sound decisions, resolve conflicts and provide guidance.

    PREFERRED QUALIFICATIONS

    • Demonstrated ability to effectively manage project plans ensuring timely progress and successful delivery throughout the project life cycle.
    • Consistently provide detailed status updates and results management, including tracking and reporting success metrics to keep stakeholders informed and aligned.
    • Experience with power platforms in Microsoft 365 or equivalent applications.
    • Experience applying HR functional knowledge to improve business processes.
    • Familiarity with State of Minnesota HR policies, practices, and procedures.

    PHYSICAL REQUIREMENTS

    Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.

    ADDITIONAL REQUIREMENTS

    Prior to an offer of employment, a background check will be conducted.
