Job Title: HR/Payroll & Payables Specialist
Department: Payables & Human Resources
Reports To: Chief Operations Officer &/ or Chief Executive Officer
Location: 900 S. Wayside Drive, #100, Houston, TX 77023
Job Summary:
The HR/Payroll & Payables Specialist will be responsible for administering both Human Resources and Accounts Payable functions, ensuring accurate and timely processing of payroll, benefits administration, expense processing, and vendor payments. This role requires strong attention to detail, a commitment to compliance with all relevant regulations, and excellent communication skills to effectively support employees and vendors.
Key Responsibilities:

Payroll & Benefits

  • Process bi-weekly/monthly payroll, including accurate calculation of wages, deductions, and taxes
  • Manage and maintain employee payroll records in the HRIS, ensuring accuracy and confidentiality
  • Administer employee benefits (PTO), including new hire enrollments, changes, and terminations
  • Ensure compliance with federal and state regulations
  • Liaising with the accounting/ finance team
  • Respond to employee inquiries regarding payroll, benefits, and related policies with professionalism and empathy
  • Administer timekeeping systems and process leave of absence requests

Accounts Payable

  • Manage full-cycle accounts payable processes for all vendors
  • Review and verify invoices
  • Receiving and opening all mail at the office level
  • Prepare and process vendor payments (checks, ACH, etc.) in a timely manner
  • Maintain vendor records, ensuring accuracy and compliance with tax regulations (e.g., W-9 forms, 1099 processing)
  • Implementing or like systems
  • Reconcile vendor statements and resolve any discrepancies or payment issues

General HR

  • Assist with the onboarding and offboarding processes for employees
  • Maintain accurate employee and vendor files, both physical and digital
  • Support internal and external audits by providing necessary documentation and information
  • Posting all job requisitions on hiring sites and working with the management teams to achieve acceptable time-to-fill requirements
  • Stay up-to-date on changes in labor laws, payroll regulations, and accounting practices
  • Continuously seek opportunities to improve processes and contribute to the efficiency of the department

Qualifications:

  • Bachelor’s degree in accounting, finance, human resources, or a related field (or equivalent combination of education and experience)
  • 3-5 years of experience in a combined HR, payroll, and accounts payable role
  • Proficiency in payroll software (e.g., ADP, Paycom) and accounting systems (e.g., Spectrum, Sage Intacct) preferred
  • Strong understanding of accounting principles and payroll compliance
  • Advanced Excel skills (e.g., Pivot Tables, VLOOKUP) preferred
  • Exceptional attention to detail and organizational skills
  • Excellent communication and interpersonal skills, with the ability to handle confidential information with discretion.
  • Ability to work independently and manage multiple priorities in a fast-paced environment.

Preferred Qualifications:

  • Relevant certifications such as Certified Payroll Professional (CPP) or Professional in Human Resources (PHR).
  • Experience with a paperless workflow environment or digital transformation initiatives.
  • Experience in a small business or entrepreneurial environment.
