There is one Senior Program Analyst opening with the Yakima County Human Resources Department. This position is responsible for coordinating the efforts of the County in ensuring the ability of disabled individuals, both employees and the public, to receive and participate in the programs and services provided by the County and in accordance to Title II and Title III of the ADA and sections 503 and 504 of the Rehabilitation Act and functioning as the coordinator of Federal and State leave benefits for employees. This position also is the point of contact for coordinating the benefits for all county retirees.

EDUCATION & EXPERIENCE:

Bachelor’s degree in Public Administration, Human Resources, Industrial Relations and Three (3) years of progressively responsible experience in Human Resources which includes responsibility for administering or coordinating ADA compliance, FMLA leave, Workers Compensation or related activities involving individuals with disabilities or the equivalent education and experience to perform the essential duties of the job.

KNOWLEDGE:

Principles and practices of public sector organization and program operations;
Project management theories and techniques;
Understanding and familiarity with the challenges, needs and rights of individuals with disabilities;
Rules of grammar, spelling and punctuation used in professional report writing;
Research, analysis, investigation and evaluation methods and techniques;
Terminology, laws, rules, codes and regulations governing area of assignment;
Technical program development methods and techniques including web site development/use;
Operational methods, principles, issues and service standards of the area of assignment; assignment; and
Customer service techniques and team building concepts.

SKILLS (AND ABILITIES):

Presentation skills, ability to speak in public setting, ability to address questions;
Planning, assigning, directing and evaluating the work of test project participants;
Carrying out the policy directives of the governing authority;
Using a personal computer and related software applications;
Ability to create and run reports in Access / Excel;
Operating basic office equipment ;
Coordinating project activities and handling multiple tasks;
Developing and implementing long and short range service delivery plans;
Researching and writing analytical and statistical reports;
Giving presentations, public speaking, and facilitating meetings;
Understanding and complying with laws, codes, ordinances, and regulations;
Researching, gathering and analyzing legislation and legislative impact;
Establishing and maintaining effective interpersonal relationships with County and other officials at all organizational levels and with the public; and Communications, oral, written, sufficient to exchange or convey information and to receive work direction.
