GENERAL SUMMARY OF DUTIES   The Human Resources Representative will be responsible for providing administrative support to other human resources professionals related to benefits, hiring, payroll, record maintenance and other key areas. ESSENTIAL DUTIES AND RESPONSIBILITIES * Assists with the recruitment and hiring process. * Assists with the onboarding process. * Provides clerical support to the HR department. * Assists with time & attendance and payroll processing. * Assists with processing bi-weekly, quarterly, and annual reports. * Assists with maintaining City employees’ personnel files. * Assists with processing Workers’ Comp and Risk Management claims. * Assists with benefits enrollment. * Perform any other position-related duties as assigned. IMPORTANT FUNCTIONS * Work independently and exercise initiative and judgment in the planning and execution of tasks assigned. * Always demonstrate a high degree of professionalism and effective people skills. * Utilizes general office equipment such as computers, 10-key, fax machines, copiers, e-mail, and all common HR applications on a regular basis. * Demonstrate the ability to support and function in a team environment. * Assists with the preparation and maintenance of records with an elevated level of detail and accuracy. * Demonstrates reliability and dependability. QUALIFICATION REQUIREMENTS   A combination of education and extensive business experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be:   EDUCATION, EXPERIENCE, AND TRAINING * Associate’s degree in Business, Human Resources, or related field preferred. * 3-5 years’ experience in human resources preferred. KNOWLEDGE, SKILLS, AND ABILITIES * Familiar with municipal government operations. * Understand employment laws and regulations. * Ability to prioritize work assignments. * Demonstrate excellent interpersonal, written, and verbal communication skills. * Proficient in Microsoft Office Suite. * Knowledge of Paycor system preferred. * The ability to protect the confidentiality of sensitive information. * The ability to meet and deal with employees in an effective and courteous manner. * The ability to maintain accuracy and diligence amidst a multitasking, frequently changing, priority driven environment. PHYSICAL REQUIREMENTS * Sufficient physical ability and mobility to work in an office setting. * Constant sitting but may involve walking or standing. * Occasionally stoop, bend, kneel, crouch, reach, and twist. * Ability to lift, carry, push, or pull up to twenty (20) pounds on an occasional basis. * Hold and grip objects. LICENSING AND CERTIFICATION * Have a valid Missouri Driver’s License and must remain insurable under the City’s liability insurance policy.
