EDUCATION, EXPERIENCE, AND LICENSURE

Required:

  • High school diploma or equivalent.
  • Six months of experience in Emergency Management, Risk Management, Occupational Safety, Human Resources or related field.
  • Valid Colorado Driver’s License or ability to obtain within six months of hire.
  • Equivalent combinations of education and experience may be considered.

Preferred:

  • Bachelor’s degree in Emergency Management, Risk Management, Safety, Public Administration, or related field.
  • Bilingual in English and Spanish.
  • Experience in public/municipal sector.
  • Certified Emergency Manager (CEM), ADA Coordinator, and/or BCSP credentials.

Responsibilities

  • Ability to respond before, during, and after emergency situations, which may involve working in inclement weather conditions.

    Safety/Risk/Emergency Management: (approximately 70% of the employee’s time will be spent here)

Works in conjunction with the Safety & Risk Manager to:

  • Assist with proactively identifying and mitigating hazards and risks to the city.
  • Utilize knowledge of emergency management methods and applications pertaining to disaster preparedness, response, recovery, and mitigation principles.
  • Assist with required training and tracking.
  • Organize and execute emergency drills.
  • Assist with claims management.
  • Conduct after action reviews for all exercises and incidents as needed.
  • Complete updates of the City’s Emergency Operations Plan for consideration by the City Council.
  • Review, change and/or develop policy and/or procedure as needed.
  • Assist with interpreting and applying federal and state laws regarding compliance with the Americans with Disabilities Act (ADA).
  • Assist in the update and maintenance of the City’s ADA Transition Plan.
  • Maintain our adopted and published complaint or grievance procedure that members of the public can use.
  • Investigate and resolve any complaints about the public entity not meeting its responsibilities under Title II.
  • Provide information about accessible programs and services.

Human Resources:(approximately 30% of the employee’s time will be spent here)

Works in conjunction with the Human Resources Manager and HR Business Partner to:

  • Assist in the new employee recruitment-to-hire process
  • Setting up interviews
  • Performing reference checks
  • Running background checks
  • Setting up pre-employment screenings
  • Pre-employment physicals
  • Drug/Alcohol screenings
  • Polygraphs
  • Psychological evaluations
  • Facilitate new employee onboarding on a monthly basis
  • Ensure compliance with the City’s FMSCA/DOT requirements
  • Administer the City’s badging/RFID program
