The Human Resources Specialist is responsible for providing the full range of technical, assistance, guidance and advisory services to managerial, supervisory and nonsupervisory staff in the management of human resource activities for the agency; and resolving human resource and administrative issues/problems which he/she must provide the stimulus of resourceful leadership. The work involves the development and implementation of HR policies and procedures related to recruitment, staffing, position classification, employee and labor relations, training, record management, incentive awards, proposal for adverse action, grievances and appeals, performance evaluations, leave and pay administration, and other human resource matters. Essential Duties and Responsibilities: Implements new hire orientation and employee recognition programs. Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development. Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff. Maintains compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews policies and practices to maintain compliance. Maintains knowledge of trends, best practices, regulatory changes, and modern technologies in human resources, talent management, and employment law. Provides HRIS system support by entering, maintaining, and/or processing information in the payroll system; information may include employees’ hourly rates, salaries, commissions, bonuses or other compensation, time worked, paid leave and holidays, deductions and withholding, address changes, and other information in the HRIS system. Assists in conducting exit interviews. Answers phone calls and emails, greeting employees, and providing updates. Coordinates and leads the internship program for the City of Mableton. QualificationsMinimum Requirements Bachelor’s degree in human resources, business, or related field Minimum of 2-5 years of experience or a related business management role Experience with HRIS software and systems Demonstrated experience partnering with a department or business unit in a “lead role” Demonstrated planning, organizational, presentation and communication skills Proficient in Google Suite Preferred Requirements Master’s degree in Public administration, Human Resources or related field One (1) year experience with Paycom HRIS system Five (5) years progressive Human Resources experience AI experience preferred
