JOB SUMMARY:

Reporting to the Manager, Human Resources, the HR Specialist provides Human Resources functions including full cycle recruitment services, salary /benefits administration, HRIS management, labour relations and documentation to ensure organizational effectiveness and efficiency while providing an employee-oriented culture. The HR Specialist is responsible for providing customer service to staff, volunteers and professional staff. This position offers hybrid flexibility, with an expectation to work in the office three days per week.

REQUIREMENTS:

  • Three (3) year diploma/degree in Business Human Resources.
  • Certified Human Resources Professional (CHRP) or actively working towards obtaining the designation an asset.
  • Three (3) years’ experience in human resources generalist role in a unionized healthcare preferred.
  • HRIS experience (e.g., Quadrant Workforce, QHRnet) preferred.
  • Thorough knowledge of human resources management practices as well as the Ontario Employment Standards Act, WSIB, Human Rights Code, Labour Relations Act, Pay Equity Act with the proven ability to provide advice to clients on the application of these acts,
  • Experience with collective agreements in a multi unionized setting, preferred.

Responsibilities

Recruitment and Selection:

  • Creates job postings and tracks vacancies.
  • Post vacancies and manages the vacancy tracker
  • Screens and shortlists applicants and reviews with hiring managers.
  • Administrator duties within applicant tracking system (Njoyn).
  • Maintains and analyzes statistical data as required for the support of recruitment activities including recruitment surveys, staffing reports, etc.
  • Supports leaders with candidate interviews as needed
  • Completes references and pre-employment testing where required.
  • Prepares onboarding packages, offers of employment and facilitates pre-employment appointments and conducts onboarding meetings with new employees.
  • Supports the full Recruitment cycle, including General Hospital Orientation

Salary and Benefits Administration

  • Responds to inquiries and updates all changes required to benefit coverage and pension membership within specified timelines.
  • Responds to inquiries regarding retirement for all employee groups as well as process retirements that includes life insurance conversion, benefits continuation options and all related communication.
  • Identifies and processes pay period step increases and initiate retro payments.
  • Works with Payroll as needed to investigate irregularities/adjustments and implementation of new pay scales.
  • Conducts salary surveys as needed.
  • Updates and maintains pension and benefit on-line systems, keeping staff information current.
  • Determines eligibility for entitlement to sick benefits and ensure accurate set up.
  • Communicates premium changes to Payroll and Finance as required.
  • Keeps abreast of changes to benefits.
  • Monitors various types of leaves and notify employees of pension and benefit requirements.
  • Notifies self-pay benefit options to Payroll and Finance.
  • Communicates changes to staff as required.

Human Resources Information System (HRIS)

  • Responsible for maintaining an accurate and up-to-date HRIS.
  • Processes all changes to benefits, pension, status, salary, position, seniority, termination, leaves, personal and employment information (including bank changes), retirements, new hires, etc.
  • Creates new positions and salary scales as required and maintain updates of current data.
  • Maintains benefit banks, entitlements and goals.
  • HRIS troubleshooting and report writing.
  • Responsible for data integrity of employee information entered.

Labour Relations

  • Supports and attends Labour Management meetings, as required.
  • Prepares agenda and minutes, as required.
  • Provides interpretation of basic terms of collective agreement (within scope of position) e.g. job postings/ premium payments/OT/rates etc.
  • Maintains accurate seniority lists and distribute hospital-wide twice a year.

Documentation:

  • Prepares - employment and termination/retirement letters.
  • Prepares proof of employment/hours letters as requested.
  • Obtains, prepares all hiring paperwork; including proof of professional registration, hours worked as appropriate, payroll/benefit and pension information, photo identification, parking.
  • Processes benefits and pension related paperwork as it relates to active, terminated and on leave staff.
  • Ensures all paperwork required for staff going on a leave of absence is prepared and processed.
  • Sends out/complete exit interviews and maintains tracking record.
  • In consultation with leaders, draft, revise, and maintain position profiles.

Other

  • Other duties as assigned.
  • Supports HRBP and Manager for ongoing projects.
  • Support Annual Service Awards and Staff Appreciation.
  • Maintains ongoing communication and collaboration with managers/designates.
  • Supports patient safety culture by ensuring work completed recognizes the safety of the patients.
  • Works in a safe manner and promotes health and safety in the workplace.
  • Participates in quality improvement activities.
  • Adheres to departmental and legislated health and safety standards.
  • Communicates issues and concerns to the Director.
  • Attends and participates in staff meetings.
  • Attends and completes hospital/team training and other professional development.
  • Assists in the orientation/preceptorship of new staff members and students.
  • Performs other duties consistent with job classification, as required.
