NATURE AND SCOPE OF POSITION:

The Human Resources Specialist is responsible for assisting the Director of Human Resources in maintaining, monitoring, and reporting statistical data; communicating with and providing customer service to staff, outside agencies, and vendors to meet district needs; preparing and processing a variety of district, state, or federal documents and reports; and inputting of data into computer. Assist the director with day-to-day operations of the Human Resources department.

SPECIAL REQUIREMENTS:

  • High school diploma or equivalent.
  • 3 years of progressively-responsible Human Resource experience or an equivalent combination of education and experience (in a K-12 educational system preferred).
  • Proficiency using PC computer and experience with current Microsoft Office software.
  • Valid Washington State driver’s license or evidence of mobility.
  • Successful Washington State Patrol and Federal Bureau of Investigation Fingerprint Clearance.
  • I-9 Employment Eligibility in compliance with the Immigrations Reform and Control Act.
  • HIV/HBV/Safeschools Training (obtain within 30 days of hire date – district provided).

Responsibilities

  • Provide information to candidates regarding position requirements, including the state minimum qualifications for paraeducators and testing options, and facilitate Fundamental Course of Study training and tracking.
  • Setup, preparation, and cleanup of meetings and trainings as directed, including New Employee Orientation.
  • Assist with the onboarding of new staff members and confirm adherence to compliance (i.e., ESSA compliance, OSPI Certification, Dept. of Health Licenses, National Board Certifications, etc.)
  • Process employee data throughout the year for salary placement; including previous years of experience, transcripts review, and credit and clock hour reporting.
  • Process annual contracts of employment as required, including teacher and administrator base salary, TRI schedule, supplementary contracts, extended days, co-curricular, coaches, and summer school, ensuring effective communication with employees and relevant departments.
  • Record and update assignment information to ensure accurate staff lists.
  • Prepare and maintain accurate seniority lists.
  • Create and distribute annual employee letters, including confirmation of assignment and reasonable assurance for continued employment letters.
  • Assist in preparing and processing various district documents to meet district, state, and/or federal regulations.
  • Input various data into computer systems including annual state reports (S-275, CRDC, SEES, EEDC, etc.) using Qmlativ software, including account codes, assignments and supplemental contracts, etc.
  • Prepare staffing reports (e.g., FTE counts, cost analysis/budget comparison, staff lists), compile information, and complete audits using HRIS data as requested.
  • Assist with planning for future personnel needs of the district.
  • Assist in drafting and maintaining staffing budgets with precise data on days, hours, pay rates, and accounting codes.
  • Assist payroll department in establishing and maintain proper account coding.
  • Collaborate with Business Services personnel to reconcile any discrepancies and implement updates.
  • Prepare salary calculations and staffing reports for use in annual budgeting and collective bargaining processes.
  • Serve as a resource for issues related to collective bargaining agreements, contractual status, salary placement, and personnel files, addressing and resolving personnel-related inquiries and concerns.
  • Manage the absence management and substitute calling system (Frontline/AESOP).
  • Oversee K-12 online training software (Vector/Safeschools) for the purpose of assigning mandatory employee training and tracking compliance.
  • Maintain employee files in accordance with established procedures.
  • Assist with creating and maintaining department forms and webpages.
  • Prepare and process various district documents including correspondence, memos, reports, etc. to provide information to Director of Human Resources.
  • Perform data entry, word processing, spreadsheet, and database functions.
  • Create, maintain, and retrieve information and reports from Qmlativ and other databases.
  • Attend and/or assist in scheduling meetings and trainings as required.
  • Provide confidential support to HR Department and Superintendent’s Office.
  • Perform related duties as assigned.
