JOB SUMMARY:

Reporting to the Senior Manager, Human Resources, the Manager of Talent Development is responsible for providing leadership in TPL’s learning and development, career development, and performance development programs. This position will coordinate overall development activities, including learning programs within various TPL divisions. The position will also manage the Learning & Development staff, and chair the Learning and Development Senior Leadership Team. The Manager is a champion for learning at TPL, and incorporates research, best practices and new developments in the field of workplace learning into TPL’s talent development program.

QUALIFICATIONS:

  • University degree in workplace learning, adult education, human resources management or a related discipline, or a combination of education and professional experience
  • Certified Training & Development Professional (CTDP) or equivalent strongly preferred
  • Minimum of five (5) years of progressively responsible experience in developing and executing learning and development programs
  • Minimum of two (2) years of people management experience
  • Experience in a unionized work environment preferred
  • Demonstrated experience in the development and delivery of training and learning programs
  • Demonstrated experience in key talent development functions, including career pathing, competency development, performance management, and coaching
  • Strong skill set in project management, budget management, and program development and assessment
  • Thorough knowledge of new and evolving best practices, trends and challenges in the field of talent development; proven track record of innovation in incorporating new approaches into talent development programs
  • Strong interpersonal skills, with proven ability to coach and lead teams and resolve conflicts
  • Strong change management skills with ability to influence and build productive relationships with cross-divisional stakeholders
  • Excellent written and verbal communication and presentation skills; ability to effectively communicate with senior leaders

Responsibilities:

Under the direction of the Senior Manager, Human Resources, this position is responsible for the following:

Learning & Development

  • Develops, delivers, evaluates and evolves TPL’s learning strategy in according with the organization’s strategic directions and approve priorities
  • Provides leadership in the fostering and maintenance of a learning culture across the organization
  • Develops, implements and monitors annual Learning and Development workplan
  • Coordinates learning and development activities on a system-level, working with other divisions and stakeholders to coordinate planning
  • Establishes an overall strategy of learning paths and learning priorities
  • Leads process improvement and modernization initiatives
  • Leads the effective functioning of the Learning Management System
  • Leads planning functions (e.g. needs and gap assessments, learning surveys) and evaluation functions (e.g. performance measures, assessment of learning effectiveness)
  • Leads the development and delivery of the employee orientation program
  • Supports the skill development of internal trainers
  • Administers TPL’s tuition reimbursement program

Talent Development

  • Leads the development and implementation of a robust career path program for employees
  • Provides support and subject matter expertise to the Senior Manager, Human Resources on programs in areas such as performance development and coaching

People Leadership

  • Provides full scope of management responsibilities to Learning and Development staff in a unionized environment, including recruitment, performance management and coaching
