Job Summary Plans, coordinates, and/or manages the daily operations of an assigned program to provide direct human or socialservices to the citizens of Dallas according to established policies and procedures. Job Description Overview The Human Services Program Specialist plans, coordinates, and assists in the management of Childcare Assistance Program for the department. Collects all required documents, reviews program specifics, communicates policies and procedures, and screens potential participants for eligibility and information. *Reporting Location: This position will be located at the West Dallas Multipurpose Center 2828 Fish Trap Rd Dallas, Texas 75212. Essential Functions 1 Interviews and assesses applicants to determine eligibility and determine appropriate programs; collects all documents, gathers personal information, and reviews residency, income, and family size. 2 Identifies and determines eligibility for childcare programs and contacts care providers to find appropriate care; sets appointments for child care subsidies, and assists families in choosing child care providers. 3 Updates and maintains parent files to ensure all employment, income, and demographics are up to date; monitors child care enrollment and audits files regularly to ensure eligibility. 4 Assists and supports general administrative and clerical activities including taking phone calls, supporting accounts payable, and referring patrons to necessary resources. 5 Contacts and communicates with Risk Management regarding child care providers and general certifications and safety. 6 Prepares and presents monthly reports and documents for program accomplishments and success metrics. 7 Provides continuous specialized support for parents needing childcare and other services. 8 Performs any and all other work as needed or assigned. Minimum Qualifications Education Associates Degree in Sciences, Public Administration, or other related field. Experience Five (5) years of experience in Human Resources, Community Outreach, Customer Service or other. Licenses and Certifications None Preferences Bilingual language skills in English and Spanish (with professional level proficiency) is preferred. *Minimum Qualification Notation: All qualifying information outlined in the minimum qualifications section: including education, experiences, and licenses/certifications MUST be included in the respective sections of the application (not simply the attachments-for example: resumes or cover letters) to be considered for this position. Knowledge, Skills, and Abilities 1 Knowledge of City policies and procedures. 2 Knowledge of Child Care assistance programs and resources. 3 Knowledge of Child Care providers, certifications, and evaluations. 4 Knowledge of customer service and program information. 5 Ability to work with computers and provide information. 6 Ability to communicate and interpret program standards. 7 Ability to evaluate applicants, determine eligibility, and direct to appropriate resources. 8 Ability to assist and direct various community members and patrons. 9 Communicating effectively verbally and in writing. 10 Establishing and maintaining effective working relationships.
