TITLE: HVN – Assistant ARFF Operations Manager
REPORTS TO: Airside Operations Manager
LOCATION: New Haven, Connecticut
AIRPORT: Tweed - New Haven Airport (HVN)

POSITION SUMMARY

The Assistant ARFF Operations Manager supports the Airside Operations Manager in ensuring the safe and efficient operation of the airport, with a focus on ARFF. This role oversees compliance with FAR Part 139 and TSR 1542 in the manager’s absence. The position requires flexibility to work evenings, weekends, and holidays as needed for irregular operations, including occasional evening and weekend shifts.

  • Bachelor’s degree in Aviation Management or other applicable degree program required. Equivalent relevant experience may be substituted in lieu of degree preference at the discretion of the Airport Manager.
  • Five (5) years’ experience in aviation, with two (2) or more years’ experience in a supervisory role preferred.
  • Must be capable of performing duties independently in fast-paced and complex environments.
  • Must be experienced in the performance of Aircraft Rescue and Fire Fighting, airport emergency planning, and snow removal.
  • Must possess effective verbal and written communication skills.
  • Must be willing and able to work nights, weekends, and holidays, per operational need.
  • Maintain skills and qualifications to perform the essential duties of the Assistant ARFF Operations Manager position.
  • Ability to perform the duties of this classification to Company standards, which include, but is not limited to passing, to the satisfaction of the Company, initial and periodic Company tests to ensure the initial and ongoing maintenance of a required level of proficiency.
  • Must be able to pass security clearance requirements and required drug testing.
  • Possession of a valid driver’s license and ability to obtain and sustain a valid driver’s license in the person’s state of residence and maintain a driving record compatible with the Company’s insurance company’s criteria.

CERTIFICATIONS, LICENSES, AND TRAINING REQUIREMENTS

  • Acquires all licenses or certificates required by regulatory agencies.
  • Meet the required training criteria under FAR Part 139.
  • Able to successfully complete ARFF training and duties. Employee will be required to undergo regularly scheduled medical evaluations to ensure they are capable of safely utilizing Aircraft Rescue and Firefighting Self-Contained Breathing Apparatus (SCBA).
  • Completion of 40-Hour ARFF School or the ability to complete within six (6) months from the date of hire.
  • Meet or exceed required security training and performance criteria as mandated in the Airport Security Plan.
  • Successful completion of National Incident Management System (NIMS) Certifications 100, 200, and 700.
  • Must possess AAAE Airport Certified employee (ACE) Operations Certification or the ability to obtain within six (6) months from the date of hire.
  • Ability to operate heavy snow removal equipment.
  • Must maintain First Aid/CPR and AED certifications.
  • The Assistant ARFF Operations Manager will be required to maintain the necessary clearances, certifications, licenses, and training associated with assigned duties.
Responsibilities

DESCRIPTION OF DUTIES / ESSENTIAL JOB FUNCTIONS

  • Ensure ARFF-related compliance and successful FAA certification inspections.
  • Develop, revise, and implement firefighting procedures and training programs; schedule and provide ARFF training.
  • Coordinate with mutual aid fire and local rescue teams on ARFF operations.
  • Maintain employee training and vehicle maintenance records.
  • Oversee maintenance of fire safety equipment, including hydrants, sprinklers, fire extinguishers, and alarms.
  • Conduct and coordinate inspections of airport fueling operations, including FBO equipment, fuel farms, and fuel trucks; schedule maintenance and recommend updates.
  • Manage fire extinguisher and FBO fueling truck/system inspections.
  • Develop and oversee ARFF-related budgets and capital improvement projects.
  • Ensure compliance with the Airport Certification Manual, Emergency Plan, Security Plan, and other regulatory obligations.
  • Assist the Airside Operations Manager with operational duties as needed.
  • Perform Aircraft Rescue and Fire Fighting duties as required.
  • Provide snow removal coordination and oversight.
  • Support employee scheduling, payroll, and performance appraisals.
  • Inspect work for accuracy and progress.
  • Collaborate with the Maintenance Supervisor on work orders, snow removal, and safety-related maintenance tasks.
  • Assist in cost analysis of major repairs with the Airport Operations Manager.
  • Ensure adherence to company and client policies and procedures.
  • Work collaboratively across departments and with corporate offices as needed.
  • Perform other duties as assigned by Airport Management.
