Employee Contract Type: Local - Temporary Job Description: Job Purpose: The key deliverable of the position of Hygiene Promotion officer is Promote safe WASH practices and implement behavior change initiatives like CCC-PLTH, RANAS, MHM, and child-focused hygiene, ensuring inclusive participation of all community members. Supervise community engagement, facilitate the formation and functionality of WASH-related community groups, and ensure their active role in hygiene promotion and facility management. Conduct regular monitoring visits to WASH facilities through CHP/CHV networks to ensure proper use, maintenance, and community feedback integration. Organize and deliver training sessions for community volunteers and stakeholders and oversee hygiene kit distribution with awareness on proper usage. Maintain accurate records, prepare timely reports, support logistical planning, and uphold safeguarding and PSEA standards in all hygiene promotion activities. Key Deliverables: Deliver and supervise hygiene promotion and behavior change activities (CCC-PLTH, RANAS, MHM, child-focused hygiene) in Rohingya camps. Promote safe WASH practices aligned with humanitarian standards and codes of conduct. Ensure inclusive participation of women, men, children, elderly, and persons with disabilities in hygiene promotion activities. Establish and strengthen community-based groups such as WASH committees, MHM facilitator groups, child leader groups, and water/latrine user groups. Facilitate community participation in hygiene promotion and WASH facility management. Engage community leaders, Imams, and Majhis to support behavior change initiatives. Conduct regular monitoring visits to WASH facilities through community hygiene promoters and volunteers. Ensure proper utilization, maintenance, and community feedback on WASH services and facilities. Support safety audits and gender-sensitive assessments of WASH facilities. Organize and deliver training and orientation sessions for Community Hygiene Promoters (CHPs), volunteers, and community stakeholders. Build the capacity of volunteers and community groups to promote sustainable hygiene behaviors. Supervise Assistant Hygiene Promotion Officers and provide technical guidance. Plan and supervise distribution of hygiene kits and related items. Conduct awareness sessions on proper use and maintenance of distributed hygiene materials. Maintain accurate records and activity reports on hygiene promotion activities disaggregated by age, gender, and diversity. Prepare and submit monthly, quarterly, and monitoring reports on program progress. Document lessons learned, best practices, and community feedback. Coordinate with WASH teams (water supply, sanitation, MEAL, logistics) to ensure integrated service delivery. Participate in internal and external meetings related to hygiene promotion. Support the Technical Coordinator in monitoring and program implementation. Promote and ensure adherence to PSEA, safeguarding, and protection standards in all program activities. Ensure ethical engagement and accountability to affected communities. Key Responsibilities: Implementation of Hygiene Promotion activities: Promote safe WASH practices in line with relevant standards and codes of conduct · Implement & supervise hygiene promotion, behavioral change & community engagement activities such as CCC-PLTH, RANAS, MHM & child focused hygiene at Rohingya Camps · Ensure gender and diversity inclusion (persons with disabilities, children, older persons, etc.) for enabling inclusive and sustainable WASH. Supervise & facilitate capacity development training/ orientation for Community Hygiene Promoters, HPV/CBVs Volunteers & other community stakeholder`s/community groups. · Conduct daily monitoring visit to WASH facilities through AHPO & CBVs/HPV to ensure proper maintenance & utilization of WASH facilities by beneficiaries. Formation & reformation of different community groups as per their ToR & catalyze active participation in community engagement activities. Ensure the functionality of community stakeholders/groups such as WASH Committee, MHM Facilitators Groups, Children Leader Groups, Latrine & Water User Groups, CCC-PLTH Groups, etc. on community mobilization and sensitization for hygiene promotion. · Maintain full qualitative and quantitative records and reports on hygiene promotion activities, disaggregated by age, gender, and diversity where appropriate · Organize & facilitate National & International Day Observation at the camp level. Plan and ensure the distribution of hygiene kits and promote effective use of all distributed hygiene items. Facilitate appropriate community involvement in the design and delivery of essential WASH services and facilities using safety audit tools and gender assessment. Practice, promote and endorse PSEA policy among team members and ensure the implementation of safeguarding standards in every course of action. Prepare and maintain day to day logistic arrangements on hygiene promotion activities such as internal purchase request, quality control of material delivered by suppliers, planning team movements with logistics. Attend various internal and external meetings regarding hygiene promotion or other relevant issues as assigned by the supervisor. Prepare monthly, quarterly report and documentation on different hygiene activities and accumulate all data for ensuring quality & authenticity · Proper planning for wages of CBV/HPV Volunteers & also working for advance request and settlements with Technical Coordinators (HP & GESI) Support Line manager (TC-HP & GESI) about preparation of technical guidance & Design on Hygiene promotional activity implementation at field level. Staff Management and Capacity Building: Line manages the Assistant Hygiene Promotion officer including day-to-day management, development & training etc. Ensure Capacity Building of the Hygiene Promotion Volunteers for appropriate hygiene promotion. Facilitate regular staff meetings to ensure awareness of project objectives, and opportunity for feedback. Partnership and Coordination: Ensure close liaison & consultation with Communities leaders, Imam, Majhi during implementation of the WASH services. Coordinate with water supply and sanitation field staff to ensure that the various aspects of the WASH response are integrated. Prepare monitoring reports and support to Technical Coordinators to oversee monitoring at the field level. Role Requirement: Educational Qualifications: Minimum Bachelor degree preferably in social work/social science/ arts/humanities/public health or any other relevant field. Knowledge & Skills: Excellent coordination capacity with individuals, community group representatives, NGOs, WASH officers, and government officials. Experience in the RANAS methodologies, CCC_PLTH and child-focused approaches. Knowledge of the UN system and the humanitarian community. Must be ready to work in a multi-cultural environment Appropriate communication skill and approachable Must have no history of violation of children rights- Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina Ability to work in and contribute to team building environment Excellent spoken Chittogonian or Rohingyan. Excellent spoken and written Bangla and English Experience (The experience gained - including environment, timeframe and context) : 3-5 years’ relevant work experience in the humanitarian settings. Work Environment: Must be able to do multiple tasks and willingness to travel in various locations of BRCR as required. Salary: Negotiable Availability: Candidates with immediate joining availability will be given preference.
