Description
A Project Manager is responsible to: i. Ensure overall success of a project, or a portfolio of projects, by ensuring that projects are delivered on time, within budget, meet business requirements and comply with governance framework, including security and resiliency. ii. Manage and monitor project plan, project milestones, risk and change management to ensure delivery of the project on schedule, within scope and budget. iii. Plan and manage the scope of the project, its objectives and desired outcomes, and ensure alignment of project to the business outcomes of the Authority. iv. Plan and lead the development of the business case/concept paper and funding. v. Plan and lead the overall procurement activities, in particular Tender Specifications compilation, tendering, tender evaluation, recommendation & award. vi. Lead the development of the overall project schedule & activities based on the appropriate methodology including identifying dependency, critical path, milestones and deliverables. vii. Build comprehensive work plan and ensure all team members are on-board with delegated tasks and activities. viii. Conduct regular work group meetings and provide project progress and status reports to stakeholders. ix. Perform stakeholder management, including keeping the relevant stakeholders informed of the project status on a timely and regular basis. x. Manage processes and procedures covering issue and risk management. xi. Manage the project schedule & lead activities towards the successful closure of the project including Performance Guarantee and Warranty Period. xii. During project maintenance, lead the application maintenance and support services covering: a. Contract Management b. Service Level Management (SLA) c. Service/Change Request Management (scope, schedule, budget, prioritisation) d. Problem and Incident Management (tracking, escalation, closure) e. Audit and Security Services f. Risk Management SKILLS SET AND TRACK RECORD: i. Tertiary Education in relevant fields is preferred. ii. CITPM (Certified ICT Project Management Programme) or PMP (Project Management Professional) or COMIT (Certification in Outsourcing Management for IT) or an equivalent certification will be an added advantage. iii. Hands-on experience in full project development life cycles. iv. ICT project management and people management skills. v. Analytical, conceptualisation and problem-solving skills. vi. Knowledge of Singapore Authority procurement and governance processes will be an added advantage. vii. Knowledge of design thinking and workshop facilitation will be an added advantage. viii. Results and customer oriented. ix. Team player with organization and people management skills. x. Good written, verbal communication, presentation and negotiation skills. Alternative Infrastructure Technical Skills Set and Experience for Project Manager: x. 5+ years proven ICT project management experience, preferably in medium to large scale ICT projects in government sector. xi. Experience in IT Infra Project Management (Systems, Cloud, Network, Facilities, Data Center). xii. Hands-on, delivery focused and pragmatic. xiii. Possess a proven and successful track record in delivering complex IT projects/programs. xiv. Hands-on IT professional with full SLDC lifecycle experience. xv. Experience in a project management methodology - Prince2, PMP. xvi. Good knowledge of ICT infrastructure: Servers, Network, IT Security, end-user computing (EUC), ICT Operation. Alternative Security Technical Skills Set and Experience for Project Manager: xvii. Knowledge and experience on Use Cases and threat model development. xviii. Strong knowledge in Firewall, IPS, WAF, Proxy, API gateways and Network Security Architecture. xix. Experience in SIEM, Security Architecture. xx. Review and verify security requirements for new initiatives, for delivery of secured systems. xxi. Strong understanding and experience of Singapore Government security standards and compliance. xxii. Familiar with Singapore government data security policies and governance.
