SUMMARY:

The Idaho Department of Correction (IDOC) is seeking a dedicated Program Manager to join its Strategic Initiatives team, located at IDOC’s Central Office in Boise. This new position will be responsible for managing IDOC’s correctional officer recruiting program, to include managing candidate relationships, entering and maintaining candidate data, analyzing hiring and separation trends, and providing detailed updates and recommendations to leadership. The incumbent will be responsible for following IDOC’s proven recruiting strategies, while also identifying opportunities to improve candidate outreach, onboarding, and retention processes.
This position requires strong analytical and communication skills, attention to detail, and the ability to collaborate effectively between the IDOC Training & Development team, the Division of Prisons, IDOC leadership, and the Division of Human Resources (DHR).

MINIMUM QUALIFICATIONS:

  • Experience providing technical expertise or managing a major program. This is typically gained by at least one year of work experience of managing a major program and providing plans of actions based on the external and internal changes.
  • Some knowledge of management practices. This is typically gained by at least one year of work experience that included all the essential elements of management (planning, organizing, leading, and controlling); OR completion of two upper division college-level courses; OR 60 hours of management training that included all the essential elements of management AND six months of work experience performing all the elements of management.

PREFERRED QUALIFICATIONS:

  • Experience with recruitment marketing platforms and tools, such as job boards, social media, or customer relationship management platforms.
  • Experience managing applicant tracking systems, automated communications, or similar recruitment technologies.
  • Experience accurately inputting, updating, and maintaining data in company systems or databases.
  • Experience building strong, collaborative working relationships with internal and external stakeholders.
  • Experience assessing program initiatives, interpreting data, evaluating outcomes, recommending changes, and implementing improvements.
  • Experience verifying the accuracy of information and resolving discrepancies.
  • Strong problem-solving and process improvement skills in a fast-paced or high-volume hiring environment.
Responsibilities
  • Candidate Engagement and Support: Serve as the primary point of contact for prospective candidates. Respond to inquiries, explain job requirements, and guide candidates through the application process. Conduct post-hire check-ins and stay interviews to support retention.
  • Recruitment Marketing and Branding: Post IDOC openings on job boards, maintain and optimize company profiles on sites like Indeed and Glassdoor, and ensure consistency with IDOC’s branding and messaging.
  • Lead Management and Outreach: Manage lead pipelines, screen potential candidates for basic qualifications, and conduct outreach to encourage application completion and engagement.
  • Applicant Tracking System Management: Oversee IDOC’s applicant tracking system, including automated communications workflow management, and data accuracy.
  • Content Management: Within the applicant tracking system, ensure content and messaging remains current, and as needed, create new content consistent with IDOC branding and messaging.
  • Data and Reporting: Monitor and analyze key recruiting metrics (applications, vacancies, hires, time-to-hire, source effectiveness, separations, conversion rates, and pipeline health), develop and update dashboards, and provide actionable insights to leadership.
  • Process Improvement: Evaluate recruiting workflows, onboarding processes, and candidate communications to enhance efficiency and the overall candidate experience.
