Independent Contractor: Full Stack Developer

Our organization:
The Alberta Securities Commission is the industry-funded regulator responsible for administering the province’s securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators, the ASC works to improve, coordinate and harmonize the regulation of Canada’s capital markets.
The Advanced Research and Knowledge Management (ARKM) division is a newly created division that supports the ASC’s mandate by leading a data governance and analytics program supports data-driven, evidence-based, policy, operational, and business decisions. ARKM also leads the development of an education and training program that is unique to the ASC, focused on the skills and knowledge needed in a securities regulatory environment. It also serves as an expert internal resource for updates, research, and analysis on existing, increasing and emerging risks that require regulatory responses, and considers the impact of innovation in capital markets through technology testing
The opportunity:
Under the ASC’s Strategic Plan, ARKM has been tasked with creating an automation and innovation group to prototype technology solutions for business processes and analytical challenges. The Manager, Data and Analytics is seeking the professional services of a full stack developer who will work closely with ASC data scientists, analysts, and business stakeholders to further develop a web application used to assess complaints of online fraud. The ideal contractor or vendor will possess a strong background in both front-end and back-end development, a passion for solving complex problems, and experience working with diverse stakeholders. This contract is anticipated to be 250 to 350 hours.

Key responsibilities include:

• Implementing single sign on and multi-factor authentication for users from provincial securities commissions.
• Developing APIs and import/export functionality based on user needs.
• Automating collection of screen captures of websites under review.
• Enhancing workflows with alert notifications and improved assessment of website status.
• Further automating ingestion of source data from RSS and JSON feeds.
• Testing and documentation of all code.

The ideal candidate will possess:

• A degree in computer science, software engineering or similar.
• Minimum five years’ experience in full stack development.
• Proficiency with PHP and Laravel, SQL (PostgreSQL), some experience with Python or other scripting languages.
• Experience with VueJS.
• Experience working in a Linux environment.
• A self-motivated approach and enjoy finding solutions to problems.
• The ability to produce robust and well documented code.
