Description
Description The Industrial Engineer is a key personnel position providing engineering expertise to optimize production processes, quality control systems, and material flow operations at the Fleet Consolidated Sustainment Facility (FCSF) and production facility supporting Navy Chemical Biological Defense (CBD), Damage Control/Firefighting (DC/FF), and Anti-Terrorism Afloat (ATA) life support systems. This position designs, develops, tests, evaluates, and implements integrated systems for managing contract performance requirements, including human work factors, quality control, inventory control, logistics, material flow, cost analysis, production coordination, and fleet readiness support. The engineer applies statistical methods and mathematical analysis to maximize the efficiency of warehouse operations, maintenance activities, inspection processes, and distribution functions that support the Naval Surface Warfare Center Panama City Division's mission to protect Navy personnel from extreme environmental threats. RESPONSIBILITIES Design, develop, test, evaluate, and implement integrated systems for managing human work factors, quality control, inventory control, logistics, material flow, cost analysis, production coordination, and fleet readiness support. Apply statistical methods, including statistical process control and mathematical analysis, to maximize the efficiency of integrated support teams managing warehousing, maintenance, repair, kitting, and distribution operations. Coordinate quality control objectives and activities to resolve performance problems, maximize process accuracy and reliability, and minimize costs while ensuring compliance with ISO9001 or similar quality management systems. Analyze production processes, costs, and methods for maximizing efficient production and distribution of Field Protective Masks (FPMs), Individual Protective Equipment (IPE), and other life support materiel. Implement Total Quality Management principles (e.g., Crosby Zero Defects) and continuous improvement processes for warehouse operations, preventive maintenance, inspections, and equipment refurbishment. Evaluate and optimize material flow, packaging operations, kitting processes, and distribution systems to support fleet readiness requirements across CONUS and OCONUS locations. Conduct time and motion studies, develop performance metrics, and implement process improvements to enhance operational efficiency and productivity at the FCSF. Support quality assurance activities, including implementation of quality control plans, inspection procedures, audit protocols, and documentation of results, to ensure compliance with contract specifications and Navy standards.
