[https://cloud-shirazibenefits.aleragroup.com/city-of-greeley-benefits/] Job Summary: The Industrial Pretreatment Manager oversees and administers the City’s Industrial Pretreatment Program (IPP) to ensure compliance with all applicable federal, state, and local wastewater regulations. This position manages industrial user permitting, inspections, sampling, compliance monitoring, enforcement activities, and regulatory reporting to protect the Publicly Owned Treatment Works (POTW) from pass through, interference, and unlawful discharges. The position provides leadership and supervision to pretreatment program staff and serves as a technical resource for industrial wastewater compliance, environmental investigations, and pretreatment program administration. Experience, Education, and Skills: Minimum Requirements: * Bachelor’s degree from an accredited college or university in environmental science, chemistry, biology, engineering, physical science, or a related field; OR equivalent specialized technical training and experience. * Five (5) years of progressively responsible experience in industrial pretreatment, wastewater compliance, environmental regulation, permitting, or a related regulatory program involving: Permit Drafting, Compliance Monitoring, Enforcement Activities, Industrial or Domestic Discharge * Experience working with industrial, commercial, and public sector stakeholders. OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job, AND Possession of a valid driver’s license. Preferred: * Bachelor’s degree in Life, Physical, Environmental, or Interdisciplinary Sciences. * Five (5) years of experience operating or administering a pretreatment program at a publicly owned treatment works (POTW). * Experience drafting industrial discharge permits and conducting industrial facility inspections. * Knowledge of federal, state, and local industrial pretreatment regulations and compliance requirements. * Experience with pretreatment compliance software and wastewater sampling instrumentation. Knowledge, Skills, and Abilities: * Knowledge of federal, state, and local pretreatment regulations, including the Clean Water Act and EPA pretreatment standards. * Strong analytical and quantitative skills with the ability to evaluate laboratory and compliance data. * Knowledge of wastewater sampling techniques, chain-of-custody procedures, and field instrumentation. * Ability to interpret technical regulations, permits, and environmental compliance standards. * Strong organizational and project management skills with the ability to manage multiple inspections, sampling events, and regulatory deadlines. * Effective leadership, coaching, and employee development skills. * Strong written and verbal communication skills, including technical report writing and regulatory correspondence. * Ability to investigate complex compliance issues and develop practical solutions. * Proficiency with Microsoft Office and Microsoft 365 applications. * Ability to learn and utilize specialized pretreatment software and field equipment. Essential Functions: * Manage and oversee the Industrial Pretreatment Program in accordance with applicable federal, state, and local regulations. * Develop, implement, and maintain pretreatment policies, procedures, ordinances, enforcement response plans, and standard operating procedures. * Evaluate industrial and commercial users for treatability and permit applicability. * Draft, issue, modify, and administer industrial discharge permits and discharge limitations. * Conduct local limits evaluations and support technically based pretreatment program updates. * Develop self-monitoring schedules and best management practices (BMPs) to ensure compliance and protect the POTW from pass through or interference. * Maintain program records, files, databases, and documentation required for State and EPA audits and reporting. * Prepare annual pretreatment program reports and maintain compliance documentation. * Coordinate and conduct inspections and sampling activities for permitted industrial and commercial users. * Communicate with permitted users regarding self-monitoring requirements, reporting deadlines, permit compliance, and corrective actions. * Review self-monitoring reports, laboratory data, and analytical results to verify compliance with permit requirements and federal analytical standards, including 40 CFR Part 136. * Upload and maintain analytical data within the pretreatment program management system and electronic filing systems. * Investigate spills, illegal discharges, suspicious dumping activity, and wastewater-related complaints. * Collect samples, photographic evidence, and field documentation to support investigations and enforcement actions. * Coordinate enforcement activities in accordance with the City’s enforcement response procedures. * Prepare written inspection reports, notices of violation, enforcement documentation, and investigative findings. * Coordinate with stormwater representatives and other regulatory staff regarding cross-program compliance issues. * Schedule and perform required monitoring events for industries, businesses, and POTW process flows. * Collect wastewater samples using approved sampling techniques to obtain accurate and defensible compliance data. * Operate, maintain, calibrate, and troubleshoot sampling equipment, flow meters, pH meters, gas detectors, hauled waste stations, and related instrumentation. * Maintain sampling supplies, monitoring equipment, service vehicles, and field inventory. * Coordinate shipping and handling of wastewater samples for laboratory analysis. Leadership and Supervision * Supervise Industrial Pretreatment Program staff, including assigning work, reviewing performance, providing coaching, and supporting employee development. * Provide training, technical guidance, and operational support to staff. * Manage staff schedules, timecards, and workload distribution. * Participate in hiring, onboarding, disciplinary processes, and performance management activities. * Foster a collaborative, customer-focused, and solution-oriented team environment. * Supervise Industrial Pretreatment Program staff, including assigning work, reviewing performance, providing coaching, and supporting employee development. * Provide training, technical guidance, and operational support to staff. * Manage staff schedules, timecards, and workload distribution. * Participate in hiring, onboarding, disciplinary processes, and performance management activities. * Foster a collaborative, customer-focused, and solution-oriented team environment. * Performs other duties as assigned. Work Environment: * Work is performed in both office and field environments. * Frequent fieldwork is required to inspect industrial and commercial facilities, perform sampling activities, and investigate wastewater-related incidents. * Work may involve exposure to wastewater, hazardous chemicals, hazardous gases, confined spaces, and other operational hazards. * Frequent interaction with employees, industrial users, contractors, regulators, and the public. * Position requires managing multiple priorities, deadlines, and interruptions. Physical Requirements: * Frequently sit, stand, walk, speak, hear, and use hands for computer and field work. * Frequently lift and carry equipment and wastewater samples weighing up to 50 pounds. * Occasionally bend, stoop, kneel, crouch, crawl, climb ladders, and work in awkward positions during field inspections and sampling activities. * Ability to safely operate field monitoring equipment and sampling devices. * Requires sufficient visual acuity and manual dexterity to perform inspections, operate equipment, review data, and prepare reports.
