INFORMATION MANAGEMENT & TECHNOLOGY PLANNER EXPERIENCE, EDUCATION, SKILLS, ABILITIES REQUESTED:

  • Bachelor’s or Master’s degree in Information Systems and Security (IAMS) is required.
  • A minimum of 3 years of experience in the design, coordination, and integration of military medical communications is required.
  • At least 5 years of experience in DoD Network Engineering and Cybersecurity is required.
  • IAT Level II Certification or higher per DoD 8570.01 and DoD 8140.01 is preferred.
  • Current Project Management Professional (PMP) Certification and one of the following certifications: CCNA or CISSP, with all certifications in good standing.
  • Experience with Joint Commission, military medical design, and construction codes and standards is preferred.
  • Knowledge of Cybersecurity requirements and the Risk Management Framework (RMF) process for RPIE and PP systems is required.
  • Proficiency in German language and construction knowledge is preferred but not mandatory.
  • Excellent communication skills, both written and verbal, with the ability to liaise effectively with government officials, contractors, and stakeholders.
  • Strong problem-solving and analytical skills, with the ability to assess and mitigate risks associated with technology projects.
  • Proficient in using project management tools and software to track progress, manage resources, and report on deliverables.

Responsibilities
  • Provide all management, labor, supervision, support, training, local transportation, equipment, and materials (excluding government-provided items) to deliver facilitation support services as outlined.
  • Assist and advise government personnel in infrastructure planning, enforcing criteria, standards, tools, templates, and other products to support military medical facilities.
  • Support the implementation of the Risk Management Framework (RMF) for facilities, including Building Automation, Information Systems, and Facility-Related Control Systems (FRCS).
  • Coordinate with the Program Management Office and Subject Matter Experts (SMEs) for Personal Property (PP) systems in Mega-MILCON Replacement projects.
  • Provide high-level technical expertise in IT and FRCS systems, including network infrastructure planning, telecommunications, data center planning and analysis, FRCS systems design and architecture, resource protection, cable infrastructure, and product selection.
  • Ensure understanding of Cybersecurity requirements and the RMF process for RPIE and PP systems.
  • Assist with technical reviews of RPIE and PP system designs.
  • Support planning, integration, and implementation of cybersecurity assessments and authorizations (A&A) for Medical Treatment Facilities (MTF), RPIE, Personal Property Equipment (PP), and CES systems.
  • Provide technical expertise on accreditation packages for MTF networks, RPIE, and PP systems.
  • Assist with risk identification and mitigation, analyze system designs, and resolve A&A issues that may hinder system authorization.
  • Perform initial Risk Assessment Questionnaire reviews for RPIE and PP systems.
  • Assist in the development of project scope of work, financial forecasting, and equipment requirements.
  • Review project submittals, change requests, quality assurance, transition planning, and inspections.
  • Provide technical assistance to geographically separated personnel and travel to MTFs for facility assessments and inspections.
  • Assist in acquiring qualified industry partners for program and project support.
  • Help Program Managers translate policy and strategic plans into capital improvement plans, including criteria and standards development.
  • Implement lessons learned from previous MILCON projects to support existing clinics and OCONUS areas during transitions.
  • Coordinate the planning, tracking, and installation of network electronics/WAPs for communications closet renovations or MILCON communications closet requirements.
  • Review Architectural Supplemental Instructions (ASI), Supplemental Instructions (SI), Requests for Information (RFI), and Requests for Proposal (RFP) documentation for compliance with IM/IT and Low Voltage (LVS) system standards.
  • Review “As-Built” documents to ensure accuracy in IT and Low Voltage systems.
  • Assist with the development of training materials and presentations for RPIE and PP systems.
  • Audit contractor lesson plans to ensure accuracy and value in the content related to IT, network, telecommunications, LVS systems, and resource protection.
  • Create and submit QA reports for RPIE, PP communication, and LVS systems to DHA government representatives.
  • Evaluate project design specifications to support equipment, furniture, and fixture placements.Performs other job-related duties as assigned
