Summary: The Workforce Group, a LEMOINE company, is seeking an experienced Information Technology (IT) Section Chief / IT Specialist to support emergency operations under the Office of Human Services Emergency Preparedness and Response (OHSEPR). The IT Section Chief / IT Specialist serves as a key liaison between operational teams and technical systems, ensuring all technology solutions support mission objectives and are resilient under crisis conditions. This role requires strong technical expertise, coordination skills, and the ability to implement IT frameworks in dynamic, fast-paced environments. These emergency response centers function 24/7 with shifts lasting up to 12 hours, necessitating flexible scheduling and extended hours to meet operational demands. Location: Varies by Deployment (Emergency Response Center or Designated Site) Duties and Responsibilities: Define and implement IT disaster recovery and continuity strategies to ensure system availability during emergency operations. Act as a liaison between IT and operational teams, applying structured frameworks and ensuring technology solutions meet mission and compliance requirements. Manage setup, maintenance, and troubleshooting of communications systems, hardware, and software used in the field. Ensure secure and reliable data transmission between field sites, Emergency Repatriation Centers (ERCs), and headquarters. Oversee user access controls, system configurations, and network integrity in accordance with security best practices. Provide technical support and problem resolution during emergency activations or site deployments. Maintain documentation of IT assets, configurations, and recovery procedures. Coordinate with federal and local partners to align IT infrastructure and reporting systems with operational needs. Perform other job-related duties as assigned. Qualifications, Knowledge, Skills, and Abilities: Bachelor’s degree in Information Technology, Computer Science, Systems Management, or a related field is required. Minimum of 3 years of professional experience in IT systems administration, disaster recovery, or technology continuity planning is required. Demonstrated experience designing and implementing IT disaster recovery or business continuity frameworks. Experience supporting IT systems in emergency response or federally coordinated operations is strongly preferred. Strong technical knowledge of networking, cloud services, and data security protocols. Excellent problem-solving, coordination, and communication skills. Ability to manage multiple technical priorities under time-sensitive conditions. Bilingual fluency in English (Spanish, Farsi, Dari, Pashto and/or Arabic) is strongly preferred.
