Description:
JOB DESCRIPTION
The Senior Web Administrator is selected by and responsible to the Communications Manager and performs highly advanced web design and development work involving web environment design, deployment, development, and maintenance activities related to the agency’s internal and external websites (“websites”). The Senior Web Administrator serves as the team lead for the Web Section and provides direction and guidance related to the agency’s websites. Work involves the comprehensive preparation, coordination and dissemination of information concerning the functions of the agency for the citizens of Texas and other public entities. These functions entail the design of web sites, the creation of web pages, and monitoring the site’s content. The Senior Web Administrator will develop, evaluate and maintain web sites and their pages for design, accessibility and content management, working closely with executive management, division directors and agency staff as required. May assign and/or supervise the work of others. The Senior Web Administrator works under the minimal supervision with extensive latitude for the use of initiative and independent judgment and performs other duties as assigned.
MINIMUM REQUIREMENTS
Six (6) years experience in the design, development and maintenance of websites using CSS scripting required. Two years supervisory, managerial, or team lead experience in any setting required. Experience with Adobe Acrobat, Dreamweaver or other HTML editors preferred. Writing and/or editorial experience is also preferred.
PREFERRED QUALIFICATIONS:
· Graduation from an accredited four-year college or university with major course work in Computer Science, Information Technology, Computer Information Systems or a related field, as well as graphic design experience, is generally preferred and may substitute for one (1) year of the experience requirement.
· Experience in responsive design and coding; publishing and communications,
· Experience with dynamic coding, JavaScript, WordPress, Typescript, PHP and ASP coding.
· Mastery of CSS.
· Familiarity with CI/CD.
· Experience with cloud-based infrastructure providers such as Azure, AWS, GCP.
Responsibilities:
· Oversees, develops, maintains, analyzes web applications for the agency, applying a standard look and feel for the TDLR website to promote efficient site navigation. Analyzes the layout of Internet/Intranet pages for efficiency and effectiveness; prepares graphics, text, and tables; and determines the size, arrangement and layout of illustrative material and copy.
· As the team lead for the Web section, plans, organizes, coordinates, directs and assigns the activities of section staff, overseeing the operations of the section to assist the Department in meetings its goals and objectives.
· Assures that the TDLR Web site is in compliance with accessibility guidelines and Department of Information Resources standards.
· Writes, designs and/or edits website content that includes the preparation of graphics, text, and tables following agency and departmental guidelines.
· Determines operational, technical, and support requirements for the operation and maintenance of databases, text, and graphics.
· Evaluates code to ensure that it is valid; properly structured; meets industry standards; and compatible with browsers, devices, or operating systems.
· Monitors, analyzes, and reports on website statistics and other means related to performance measures to effectively allocate web resources, confers with management and advises on the status and progress of projects and processes.
· Assists in the management of the agency’s e-mail notification application, including the preparation and distribution of announcements and/or notifications as required.
· Analyzes, evaluates, reports and make recommendations concerning the redesign, restructuring, and refinement of the agency’s websites and recommendation of specific actions concerning aspects of restructuring and refinement. This may include reaching out to audience groups for feedback i.e. surveys, web statistics, e- mail etc.; uses feedback to improve web content.
· Recommends new programming technologies to carry out the Department’s mission and assists with the integration of the technology into Internet and Intranet environments.
· Provides technical leadership for system requirements analysis, task and resource estimation and scheduling, project management and implementation regarding the redesign, restructuring, and refinement of the Department’s Internet, Intranet and external portal communities and recommends specific actions concerning aspects of restructuring and refinement.
· Interacts and communicates with the agency’s Information Technology Division and Information Security Office personnel to address issues affecting agency websites.
· Assists in establishing performance standards and goals, and in the development of position descriptions; guides and mentors section staff; provides input on section training, and performance appraisals to ensure meaningful training and developmental opportunities for each employee in the section.
· May attend meetings and prepare, edit and/or distribute related informational releases, articles and content.
· May assist in the production of audio and/or visual meetings, trainings and presentations, including the operation of production equipment.
· Complies with division and/or agency training requirements.
· Keeps management appropriately informed of ongoing activity and critical matters affecting the operation and well-being of the agency.
· Demonstrates a spirit of teamwork, offering positive and constructive ideas, encouragement and support to other members of the staff and team while upholding the agency’s core values.
· Adheres to all TDLR personnel policies and performs related work as assigned.
