APH offers customized services for Medicaid, Medicare, and the ACA/Marketplace lines of business.       POSITION PURPOSE     The IT Manager is an integral leader within the organization, responsible for overseeing the delivery, security, and compliance of IT systems that support population outcome management, complex respiratory management, enhanced respiratory care, quality initiatives, and remote monitoring programs.  This role blends hands-on IT operations leadership with strategic information security oversight, ensuring systems are secure, efficient, compliant with healthcare regulations (HIPAA, HITECH), and aligned with HITRUST standards. The IT Manager will partner with executive leadership, clinical staff, and business teams to optimize IT infrastructure, mitigate risks, and ensure seamless support of patient-centered technology solutions.        DUTIES & RESPONSIBILITIES    Strategic Leadership & Governance  * Develop and implement a comprehensive IT and information security strategy aligned with organizational objectives and HITRUST CSF standards. * Define IT infrastructure strategies, best practices, and processes to support current and future business needs. * Act as the primary point of contact for IT and information security matters with executive leadership, clinical staff, regulators, and third-party partners. IT Operations & Project Management  * Lead and deliver large IT projects, including the design, deployment, and optimization of new IT systems, hardware, and software. * Oversee system administration, databases, cloud environments, network infrastructure, and phone systems. * Monitor system performance to assess cost, productivity, and operational effectiveness, making recommendations for enhancements. * Ensure timely provisioning and removal of system access in coordination with HR for employment changes. * Manage secure file transfer protocols (SFTP) and other data-in-motion processes. Security, Risk Management & Compliance  * Lead organizational efforts to achieve and maintain HITRUST certification. * Oversee HIPAA, HITECH, and other healthcare compliance requirements, ensuring data privacy and security standards are consistently met. * Conduct regular risk assessments, vulnerability scans, and audits, implementing corrective actions as needed. * Manage cybersecurity operations, including firewalls, encryption, endpoint protection, intrusion detection systems, and incident response. * Direct forensic investigations and coordinate containment and resolution of cybersecurity incidents. * Develop, write, approve, and enforce IT security and privacy policies. Collaboration & Training  * Partner with stakeholders to analyze business requirements and design IT solutions that enhance patient care and operational efficiency. * Collaborate with clinical and administrative teams to ensure IT systems align with patient and organizational needs. * Provide ongoing training and awareness programs to internal staff on cybersecurity, HIPAA compliance, and IT best practices. Team & Resource Management  * Manage and mentor a team of IT and mailing professionals, ensuring timely and compliant handling of system tasks, clinical documentation, and secure communication. * Recruit, develop, and lead IT and security staff. * Oversee IT and information security budgets, allocating resources efficiently to balance innovation, compliance, and cost-effectiveness.   SKILLS & QUALIFICATIONS  * Seven(7+) years of experience of progressive IT operations and information security experience. * Five(5+) years in a leadership or program management role. * Proven track record managing large-scale IT projects and implementing secure, compliant infrastructure. * Strong knowledge of IT infrastructure, networking, systems administration, and data storage. * Expertise in information security, risk management, and regulatory compliance (HIPAA, HITECH, HITRUST). * Hands-on ability to troubleshoot complex hardware, software, and security issues. * Proven track record in utilization management, quality improvement, and clinical operations oversight. * Exceptional communication, relationship management, and conflict resolution skills. * Strong organizational, time management, and decision-making abilities with a capacity to manage multiple concurrent priorities. * Exceptional communication, interpersonal, and relationship-building skills, with the ability to collaborate across clinical and administrative teams. * Strong critical thinking, problem-solving, and decision-making ability. * Excellent interpersonal, written, and verbal communication skills, with the ability to collaborate effectively across departments. * Skilled in project management, process improvement, and prioritization in a fast-paced healthcare environment. * Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and capable of working with electronic health records (EHR) and remote monitoring technologies.   EDUCATION, LICENSES, & CERTIFICATION  * Bachelor’s degree in information technology, computer science, cybersecurity, or related field required. * Master's degree in information technology, computer science, cybersecurity, or related field preferred. * A combination of equivalent education and professional experience may be considered in lieu of formal education requirements. * Certified Information Systems Security Professional (CISSP),Certified Information Security Manager(CISM),or Certified Information Systems Auditor(CISA)required. * HITRUST Certified CSF Practitioner(CCSFP)or HITRUST Certified Assessor strongly preferred. * Healthcare-specific certifications (e.g., HCISPP, CHPS) a plus.
