OFFICE OF INFORMATION TECHNOLOGY Information Technology Manager (Digital Enablement and Solution) (25260700) Reporting to the Assistant Director of Strategic Planning, the Information Technology Manager (DES) will serve as the primary focal point for collecting and consolidating digital experience requirements from senior management and stakeholders across departments. The appointee will translate business demand into actionable solution plans, drive end-to-end vendor engagement (including issue resolution), and ensure commercial and procurement readiness (e.g., pricing negotiation, tender waiver preparation, technical tender documentation). This role requires strong operational experience in enterprise environments, sound judgment on pricing and cost implications, and the ability to lead staff to deliver solutions in accordance with industry best practices. The Information Technology Manager (DES) will also maintain strong domain knowledge in digital experience solutions and stay abreast of emerging technologies, including practical application of AI to optimise workflows. Responsibilities: * Act as the primary intake point for digital experience requirements from cross-department stakeholders; clarify objectives, scope, priorities, and success metrics; * Translate business needs into solution concepts, high-level architectures, implementation approaches, and delivery roadmaps; ensure alignment across business, IT, and governance stakeholders; * Drive vendor management activities end-to-end, including handling vendor escalations, resolving delivery and support issues, and ensuring vendors meet contractual and service expectations; * Lead commercial discussions with vendors, including pricing negotiation, and advising stakeholders on cost implications (OPEX/CAPEX where applicable) and total cost of ownership considerations; * Prepare and coordinate procurement deliverables, including technical tender specifications, and supporting materials required for sourcing and governance processes; * Oversee solution enablement and delivery progression from demand intake through planning, implementation, testing, go-live, and closure; monitor risks/issues and drive timely resolution with internal and vendor teams; * Lead and coach assigned staff and/or project resources to execute work in accordance with industry best practices (e.g., SDLC discipline, documentation quality, change control, service readiness); * Maintain expertise across digital experience solutions (e.g., CMS, personalisation, analytics, journey optimisation, integration patterns) and proactively assess emerging technology trends for applicability; * Apply AI knowledge to workflow optimisation and productivity enablement, including rapid prototyping and solution exploration; * Prepare executive-ready updates, recommendations, and decision papers for management, covering options, trade-offs, costs, risks, and implementation considerations; and * Take up other IT projects and assignments as assigned. Requirements: * A bachelor’s degree in computer science, information systems, engineering or related disciplines; * At least 8 years of post-graduate experience in enterprise IT/digital solution enablement, including requirements intake, solution planning, and end-to-end delivery coordination; * Strong vendor management experience, including issue resolution, performance management, and commercial negotiation; * Demonstrated experience in preparing technical tender specifications and related procurement documentation; experience with tender waiver preparation is an advantage; * Strong sense of pricing, cost drivers, and operational implications of enterprise solutions; able to advise stakeholders on cost/risk trade-offs; * Strong knowledge of digital experience solutions and ecosystem trends; ability to keep abreast of latest technology and assess fit-for-purpose adoption; * Practical knowledge of AI concepts and applications for workflow optimisation; ability to apply tools to accelerate prototyping and solution enablement (e.g., Figma + AI use cases); * Proven capability to lead and guide staff/teams to deliver outcomes aligned with industry best practices; and * Excellent stakeholder management, communication, and documentation skills, including the ability to work with managerial staff and cross-functional departments.
