The California Department of Insurance (CDI) is seeking a dynamic and forward-thinking Information Technology Manager II with deep expertise in Human Capital Management (HCM) software solutions, cloud technologies, and complex system integrations. Under the administrative direction of the Chief Information Officer (CIO) of the Information Technology Division (ITD), the Information Technology Manager II (ITM II) will serve as the Project Director for the Human Resources - Human Capital Management (HR-HCM) Project.
The ITM II is responsible for overseeing all aspects of the HR-HCM Project from initiation through implementation and closeout. This includes developing and executing strategic and tactical plans, managing resources, and aligning project goals with California Department of Insurance (CDI)’s broader enterprise objectives. The incumbent will provide executive-level leadership in IT project management, business technology strategy, and enterprise systems transformation. As the lead information technology (IT) professional, the HR-HCM Project Director will establish a clear vision, set goals, and provide guidance and motivation across all levels.
This position is designated under the Conflict-of-Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict-of-Interest Code requirements may void the appointment.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program (PLP) 2025 and related Pay Differential 386. PLP 2025 requires employees to receive a reduction in pay in exchange for monthly hours of PLP 2025 leave credits. Working Conditions

  • Must be able to work in a high- rise building.
  • Ability to transport documents and/or equipment up to 15-20 lbs., i.e. laptop computer, files, reference manuals, solicitation documents, etc.
  • The incumbent may telework by CDI’s Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed; however, other authorized transit subsidies do exist for those who qualify.
