Description Primary Summary: To establish, implement, manage, maintain and secure the credit union’s information technology infrastructure, including all phases of systems design, applications systems software, hardware, programming, installation, networking, and mainframe operations. Responsible for strategic and technology planning for the credit union. Reviews and evaluates project feasibility studies based on management’s requirements and priorities. Ensures all IT systems operate efficiently, securely and in compliance with regulatory standards. The ITO provides technical support to staff, manages the IT staff, oversees vendor relationships, and collaborates with leadership across departments to lead technology initiatives that enhance member service, cybersecurity and operational efficiency. Essential Functions/Position Responsibilities: Implement and coordinate new technologies and computer platforms to meet business needs. Participate in technical projects such as writing equipment specifications or developing computer programs for specified applications. Oversee and/or handle special projects as the business dictates. Oversee staff of the Information Systems department, including hiring, scheduling, coaching, training & development and conducting and approving performance appraisals. Provide guidance and support to non-technical staff. Consult with all levels of management to determine information requirements to establish boundaries and priorities of new projects and to discuss system capacity and equipment acquisitions. Research and recommend strategies that support the strategic business plan and work with various department managers to implement tactical plans to support the strategic direction. Manage relationships with IT vendors, service providers and consultants, monitor service level agreements and manage the credit union’s technology budget. Maintain IT Equipment inventory, Zoho ManageEngine Service Desk; IT Equipment Deployment and Depreciation Management; Telecommunications; Wi-Fi and Freedom website domain registrations. Manage and maintain records for Internet Firewall configurations, remote access activity, change control management for system access across all systems and third parties. Establish, adhere to and enforce system security policies and standards Maintain an awareness of all laws, regulations, developments and trends that may affect Information Technology. Administer networks, including related security environment and controls. Maintain system performance records and coordinate system upgrades, patches and vendor support activities. Manage firewalls, anti-virus, encryption and intrusion detection prevention systems. Co-chair annual Disaster Recovery and Business Continuity planning. Periodically test the emergency restoration plan for the company and other applications as deemed appropriate. In coordination with the AVP/Information Security Officer (IS O), conduct an independent 3rd party IT/Information Security Audit annually – to include External and Internal PEN testing. Provide IT report to the board monthly to include patch management status; system uptime status; IT project status, and miscellaneous IT updates. Develop, maintain all information technology policies, procedures and user manuals. Must comply with applicable laws and regulations, including but not limited to, the Bank Secrecy Act, the Patriot Act, and the Office of Foreign Assets Control. Requirements Experience A minimum of ten years of experience is required, including time spent in preparatory positions. Education/Certifications/Licenses Bachelor’s degree in Information Technology, Computer Science or related field. Relevant certifications (e.g. CISSP, CISM, CISA) strongly preferred. Project management experience and certifications strongly preferred. Interpersonal Skills This position requires a significant level of expertise, credibility, influence and trust. Proficiency in developing and delivering material presentations on complex topics can be important to fulfilling the responsibilities of the position. Other Skills Proficient in Windows Server, Active Directory, Microsoft Office, and network management. Will be required to work outside of scheduled hours to respond to pertinent position issues.
