The incumbent will be based in Dnipro, will report to the ETC Coordinator, and will be responsible for deploying and servicing the ETC systems and services. Within delegated authority, the staff member will be responsible for the following duties: • Design and manage deployment of ETC standard telecoms and connectivity systems, including budgeting and planning a voice and data network. • Plan and manage deployment and support of ICT systems; • Evaluate existing telecoms infrastructure and propose improvements and organize upgrades accordingly. • Develop and recommend strategies to address specific telecommunications, connectivity, and related training needs. • Provide emergency communications capabilities in support of staff security, including providing a focal point for inter-agency emergency field security communications liaison. • Recommend to partners standard operation procedures, alternative ET solutions and a cost/benefit analysis for each solution. • Control issues of frequency coordination and licensing, interfacing with local telecommunications regulatory authorities and other UN agencies. • Support training of staff and capacity building of humanitarian partners in the country. • Manage and maintain the HF/VHF callsign and HF selcall system. • Perform other related duties as required. Qualifications and Requirements Education: University degree with experience and training/courses in one or more of the following disciplines: Computer, Telecoms, Electrical Engineering, Mathematics or related discipline or relevant experience; LETS COM certified; Experience: • A minimum of 3 years of professional experience in an international context, preferably in a humanitarian context; • Involvement in a minimum 2 emergency operations during the last 5 years of experience with escalating level of responsibilities. Skills & Abilities: • Ability to communicate clearly both orally and in writing, transforming technical terminology into easily understood language; • Good analytical skills, resourcefulness, initiative; • Sound knowledge of Microsoft Windows, MS Excel, MS Word, MS PowerPoint and other related software. • Ability to plan and organise work programme; ability to work with minimum supervision under own initiative; • Tact and ability to work harmoniously with people of different national and cultural backgrounds; • Demonstrated problem-solving skills, ability to conceptualise issues, think in abstract terms, and analyse numerical data; • Experience in Emergency ICT assessments and analysis, Emergency preparedness and contingency planning; • Requires the ability to work under pressure and on multiple tasks.
