POSITION SUMMARY

The ITSD reports to the Deputy Director and is responsible for MACPAC’s information technology infrastructure and operations. The ITSD leads, documents and implements the agency’s strategic vision on information technologies and security. The ITSD oversees and manages MACPAC’s IT policies, information systems, data, and technology resources including: networking, software, hardware, and information security.
Because this position serves as the sole point of contact and technology expert for the staff, the incumbent will be responsible for day-to-day operations, support and security for all of MACPAC’s information technology. As such, the ITSD is expected to perform a wide range of tasks and hold multiple responsibilities. The position requires strong management, supervisory, budgeting, and presentation skills, and requires the ability to strategically plan for the integration and utilization of appropriate technology to support MACPAC’s statutory requirements. The ITSD is responsible for ensuring the confidentiality, integrity and availability of MACPAC’s network, computing, and communications systems.

EXPERIENCE AND EDUCATION

  • a Bachelor’s degree required, Master’s preferred in information technology or a closely related field;
  • at least 10 years an information technology role focused on operations; and
  • previous experience with cloud-based solutions architecture.
Responsibilities

MAJOR DUTIES

  • Develop goals and objectives for technology and information initiatives for MACPAC based on organizational needs; Develop goals and objectives for technology and information initiatives for MACPAC based on organizational needs;
  • Ensure the protection of IT assets and the integrity, security, and privacy of information entrusted to or maintained by MACPAC;
  • Develop and maintain information technologies policies and procedures, and associated documentation;
  • Provide advice and counsel concerning IT issues and industry trends to agency senior leadership;
  • Research, develop, and implement new services that can improve the efficiency of MACPAC through the use of information systems;
  • Ensure incident resolution in a timely manner;
  • Identify, develop, and manage vendors to provide MACPAC with necessary technology and information resources and services;
  • Ensure MACPAC stays current on all licensing and maintenance agreements;
  • Develop and implement technology and information disaster recovery strategies;
  • Partner with vendors and colleagues to strategically plan and execute MACPAC public meetings, ensuring seamless coordination and effective delivery of audio/visual support;
  • Advise leadership on and manage annual MACPAC IT expenditures, in consultation with the chief financial officer and consistent with strategic IT planning;
  • Supervise and direct the work of contract-based technical personnel;
  • Manage the security and storage of sensitive statistical information in compliance with appropriate laws and data use agreement;
  • Ensure MACPAC’s telecommunications systems for voice, video, and data are available based on agreed on service levels;
  • Under the supervision of the Deputy Director, perform other duties as assigned.

IN ORDER TO PERFORM THE MAJOR DUTIES ABOVE, THE ITSD MUST HAVE:

  • Sound understanding of information security and network operations best practices and policy in a federal or other government environment
  • Knowledge of Windows operating systems, both server and desktop installations, including operations, maintenance, and upgrades;
  • Skilled in network operations, troubleshooting, maintenance techniques, and optimizing network architecture for enhanced performance;
  • Expert planning, documentation and execution skills;
  • Ability to clearly and concisely present complicated computer concepts to end users with differing skill levels; and
  • Ability to multitask.
